Resolution authorizing the Commissioner of Public Works to execute an agreement with the Wisconsin Department of Transportation for the programming and construction of the improvement of South 84th Street, Glenview Avenue (STH 181) from West Blue Mound Road to I94 with Federal and State aid under the State Highway Rehabilitation Program and authorizing engineering costs for bridge design at this time for $150,000, which will be funded 100 percent by the Wisconsin Department of Transportation.

Analysis

This resolution authorizes the Commissioner of Public Works to execute a project agreement with the Wisconsin Department of Transportation for the programming and construction of the improvement of South 84th Street, Glenview Avenue (STH 181) from West Blue Mound Road to I94 under the State Highway Rehabilitation Program.  Approval of the agreement with the Wisconsin Department of Transportation will enable the project to be undertaken using 100 percent Federal and State aid for participating construction costs.  The estimated total cost of the project is $3,330,250 of which the City of Milwaukee’s share is estimated to be $313,750 and the grantor share is $3,016,500.  Approval of construction costs will be in a future resolution.  City of Milwaukee costs for bridge design, which will be funded 100 percent by the Wisconsin Department of Transportation, are estimated to be $150,000.

Body

Whereas, South 84th Street, Glenview Avenue (STH 181) from West Blue Mound Road to I94 is scheduled for improvement in 2019 as part of the Wisconsin Department of Transportation’s State Highway Rehabilitation Program; and

 

Whereas, The Wisconsin Department of Transportation will undertake the necessary preliminary engineering and plan preparation, with the assistance of the City of Milwaukee’s Structural Engineering Section, for the improvement; and

 

Whereas, The Wisconsin Department of Transportation has submitted an agreement to the City of Milwaukee for the programming and construction of the project with Federal and State aid under the State Highway Rehabilitation Program; and

 

Whereas, Approval of the agreement by the Wisconsin Department of Transportation will enable the project to be undertaken with 100 percent Federal and State aid for preliminary engineering costs and participating construction costs, the City’s share of the construction costs being based on a ratio of on-street parking permitted, coupled with items such as water and sanitary sewer adjustments that are non-participating and funded 100 percent by the City of Milwaukee; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that the Commissioner of Public Works is hereby authorized to execute the agreement for programming and construction of the improvement of South 84th Street, Glenview Avenue from West Blue Mound Road to I94 with Federal and State aid under the State Highway Rehabilitation Program, a copy of which is attached to Common Council File No. 150954 and is incorporated into this resolution by reference as though set forth in full; and, be it

 

Further Resolved, That the Commissioner of Public Works is hereby authorized to enter into an agreement with the Wisconsin Department of Transportation pertaining to the cost participation for the installation and modification of traffic control facilities and street lighting facilities in conjunction with the improvements of the aforementioned projects; and, be it

 

Further Resolved, That the Commissioner of Public Works is hereby authorized to install traffic control and street lighting facilities necessary in conjunction with the aforementioned projects, following the execution of the traffic control and street lighting agreements, the cost of which will be included in future resolutions; and

 

Whereas, Future resolutions will address construction funding for this project, now therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee that the Comptroller is hereby authorized to create within the Capital Improvement Fund, Grant and Aid Projects the necessary Project Grant Chartfield Values for the bridge design (State ID 2165-00-00) and transfer to this account the amount required under the grant agreement and City Accounting Policy but not to exceed a 10 percent increase of the total amounts reserved for the grantor’s share and local share of $5,000, whichever is greater as follows:
