Resolution relative to acceptance and expenditure of a U.S. Small Business Administration Startup in a Day Grant from its Start Small Competition.
Analysis
This resolution authorizes the Department of City Development (DCD) to accept and expend a U.S. Small Business Administration Startup in a Day Grant in the amount of $50,000 with a City Share of $0 and a Grantor Share of $50,000. The purpose of the grant is to create a web portal that helps entrepreneurs determine which local and state permits and licenses will be required to establish a new business. The web portal, which may be named, “Milwaukee Business Navigator,” will include short videos that provide simple-to-understand information and visual instructions.
Body
Whereas, The City of Milwaukee (“City”) was awarded a U.S. Small Business Administration (“SBA”) Startup in a Day Grant from its Start Small Competition; and

Whereas, It appears that City involvement in this grant program will result in a major benefit to the City through the creation of a web portal, “Milwaukee Business Navigator,” that will help entrepreneurs navigate the local and state permits and licenses required to establish a new business in Milwaukee through on-line short videos that provide simple-to-understand information and visual instructions; and

Whereas, The operation of this SBA Startup in a Day Grant from October 1, 2015 to December 31, 2016, will cost $50,000 of which, $0 (0 percent) will be provided by the City and $50,000 (100 percent) will be provided by the Grantor; now, therefore, be it

Resolved, By the Common Council of the City of Milwaukee, that DCD shall accept this grant without further approval, unless the terms of the grant change as indicated in Section 304.81, Milwaukee Code of Ordinances; and, be it

Further Resolved, That the City Comptroller is directed to transfer appropriations and estimated revenue from the Contribution Fund...
