Title

Resolution authorizing the acceptance and funding of the 2015 Port Security Grant from the U. S. Department of Homeland Security through the Community Development Grants Administration.

Analysis

This resolution allows the City of Milwaukee to accept funding from the U. S. Department of Homeland Security - Port Security Grant Program.

Body

Whereas, The City of Milwaukee appears to be eligible for grant funds from the U. S. Department of Homeland Security in the amount of $320,627; and

 

Whereas, The following projects will be covered by this grant:  Marine Domain Awareness in the amount of $43,053 with a match amount of $14,351 and Improvised Explosive Detection in the amount of $86,830 with a match amount of $28,943; Training and Exercise in the amount of $153,732 with a match amount of $51,244; Resilience and Recovery in the amount of $17,325 with a match amount of $5,775; Cybersecurity Capabilities in the amount of $19,687 with a match amount of $6,563; and

 

Whereas, The operation of this grant from 09/01/2015 through 08/31/2018 would cost $427,503 of which $106,876 would be provided by the local share and $320,627 would be provided as the grantor share; now therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that the Community Development Grants Administration shall accept this grant without further approval unless the terms of the grant change as indicated in Section 304-81, Milwaukee Code of Ordinances; and, be it

 

Further Resolved, That the City Comptroller is authorized to:

 

1.  Commit funds within the Project/Grant Parent of the 2015 Special Revenue - Grant and Aid Projects, the following amounts for the project titled: “2015 Port Security Grant Program”:

2.                     Create the necessary Grant and Aid Project/Grant and Project/Grant levels; budget against these Project/Grant values the amount required under the grant agreement; and

 

3.                     Establish the necessary City Chare Project Values; and, be it

 

Further Resolved, That these funds are budgeted through the Community Development Grants Administration which is authorized to:

 

1.                     Expend from the amount budgeted for specified purposes as indicated in the grant budget and incur costs consistent with the award date;

 

2.                     Expend from the 2015 grant budget funds for specific items of equipment;

 

3.                     Enter into subcontracts and leases as detailed in the grant budget.
