Title
Resolution authorizing the Commissioner of Public Works to execute a Project Agreement titled “State/Municipal Agreement for a State - Let Highway Project” with the Wisconsin Department of Transportation for the reconstruction of the North Port Washington Road Bridge over the West Capitol Drive (STH 190) with Federal and State aid under the State Trunk Highway Program and to fund the preliminary engineering estimate of $460,000 of which $115,000 is the City of Milwaukee’s share and $345,000 is the grantor’s share.
Analysis
This Resolution authorizes the Commissioner of Public Works to execute a Project Agreement with the Wisconsin Department of Transportation for reconstruction of the North Port Washington Road Bridge over the W. Capitol Drive (STH 190) in Aldermanic District 6 with Federal and State aid and to fund the preliminary engineering estimate of $460,000 of which $115,000 is the City of Milwaukee’s share and $345,000 is the grantor’s share. The Project Agreement provides for 100 percent Federal and State aid for construction of the project and 75 percent Federal and State aid and 25 percent local cost sharing for preliminary engineering. The total estimated project cost is $3,957,000 of which $140,000 is the City of Milwaukee’s Share and $3,817,000 is the grantor share. This resolution also directs the City Comptroller to transfer funds for preliminary engineering.

Whereas, The Common Council adopted Resolution File Number 131237 authorizing local funding of $426,420 for preliminary engineering for the reconstruction of the North Port Washington Road Bridge over the West Capitol Drive (STH 190) with future construction funding requested through the Wisconsin Department of Transportation Local Bridge Program; and
Whereas, the Wisconsin Department of Transportation has determined that since the Port Washington Bridge crosses over Capitol Drive (STH 190), the bridge is eligible to be included in the State Trunk Highway Program rather than the Local Bridge Program which will result in preliminary engineering eligible for 75% Federal and State aid and construction being funded with 100% Federal and State Aid; and
Whereas, The improvements scheduled for this bridge are included on the current Wisconsin Department of Transportation State Trunk Highway Program; and
Whereas, The reconstruction of the North Port Washington Road Bridge is programmed for construction in 2023 and construction funds for the project will be requested in a separate resolution; and
Whereas, It is the intent to continue preliminary engineering at this time for this bridge project; now therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the Commissioner of Public Works is hereby authorized to execute the agreement for the programming and reconstruction of the North Port Washington Road Bridge over the West Capitol Drive (STH 190) with Federal and State Aid, a copy of which are attached to Common Council Resolution File Number 150509, and is incorporated in this resolution by reference as though set forth in full; and be it
Further Resolved, That the City Comptroller is hereby authorized to create within the Capital Improvement Fund, Grant and Aid Projects, the necessary Project Grant Chartfield Values for preliminary engineering for the projects (Expenditures) and transfer to any of these accounts the amount required under the grant agreement and City Accounting Policy but not to exceed a 10 percent increase of the total amounts reserved for the grantor’s share and local share or $5,000, whichever is greater, as follows:
