Analysis

This resolution authorizes the Commissioner of Public Works and Comptroller to execute a Project Agreement with the Wisconsin Department of Transportation for the programming, design, and construction of six traffic control signals and to fund preliminary engineering for the project in the 3rd, 7th, and 11th Aldermanic Districts.  The total estimated cost of the project is $390,000, with a grantor share of $312,000, and a City share of $78,000.  The total estimated preliminary engineering cost for the project is $40,000, with a grantor share of $32,000 and a City share of $8,000.  Approval of construction costs will be in a future resolution.                                                                

Body

Whereas, The submittal of a Congestion Mitigation/Air Quality (CMAQ) grant application to the Wisconsin Department of Transportation (WISDOT) was approved by the Common Council under File Number 061545; and

 

Whereas, Preliminary approval has been requested and received from WISDOT, along with a Project Agreement to be executed by the City of Milwaukee, for the programming, design, and construction of six traffic control signals that meet Federal warrants for installation under the 2008 CMAQ Program to replace existing all-way stop control; and

 

Whereas, The intersections of West Howard Avenue and South 43rd Street, West Howard Avenue and South 51st Street, West Howard Avenue and South 68th Street, West Howard Avenue and South 84th Street, East Kane Place and North Humboldt Avenue, and West Keefe Avenue and North 51st Street are all-way stop controlled and meet Federal guidelines for the installation of a traffic control signal; and

 

Whereas, The installation of these six traffic control signals will result in a reduction in congestion, emissions, and fuel consumption over the existing all-way stop control at the aforementioned intersections; and

 

Whereas, WISDOT has submitted a project agreement for execution by the City of Milwaukee for the design and construction of:

; and

 

Whereas, The State cannot proceed with any project cost overruns and/or changes in scope of more than 5% without prior Department of Public Works approval; and

 

Whereas, The Department of Public Works shall notify the Common Council of the City of Milwaukee at the next scheduled meeting of any such project cost overruns and/or changes in scope approved by the Department of Public Works; and

 

Whereas, The Common Council of the City of Milwaukee recognizes that the City may be 100% liable for any such project cost overruns and/or changes in scope as approved by the Department of Public Works; and

 

Whereas, The Common Council of the City of Milwaukee recognizes that the City may be liable for any costs incurred by the State should the City decide to withdraw from the project; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that the Commissioner of Public Works and the Comptroller are authorized to execute a Project Agreement for the programming, design, and construction of aforementioned project with Congestion Mitigation/Air Quality Program funds, a copy of which is attached to and incorporated in this resolution by reference as though set forth in full; and, be it

 

Further Resolved, That the proper City of Milwaukee official is hereby directed to undertake preliminary engineering for the above-mentioned project and to reimburse WISDOT for preliminary engineering costs they incur for the improvements; and, be it

 

Further Resolved, That Department of Public Works shall request in a future resolution funding for the construction phase of the project; and, be it

 

Further Resolved, That the City Comptroller is hereby authorized to create within the Capital Improvement Fund, Grant and Aid Projects, the necessary Project/Grant Chartfield Values for preliminary engineering for the project (expenditure) and transfer to any of these accounts the amount required under this grant agreement and City Accounting policy, but not to exceed a 10 percent increase of the total amounts reserved for the grantor’s share or $5,000, whichever is greater as follows:
