This substitute resolution approves the 2016 Operating Plan and boundary expansion for Business Improvement District No. 10.
Body
Whereas, The Common Council of the City of Milwaukee (“Common Council”) created Business Improvement District No. 10 (“BID No. 10”) via File No. 921091 on October 30, 1992, as authorized by Section 66.1109, Wisconsin Statutes, and adopted its initial Operating Plan for the year 1993; and
Whereas, On April 16, 2015 the Board of BID No. 10 approved and authorized actions to pursue expansion of BID No. 10; and
Whereas, BID No. 10 proposes to expand its boundaries to include the area generally bounded by Interstate 43 on the east, Highway 41 on the west, Interstate 94 on the south and Vliet Street west of 27th Street and Highland Boulevard east of 27th Street on the north; the four primary arterials on the near west side of Milwaukee known as 27th Street, 35th Street, Wisconsin Avenue and Vliet Street; and the commercial corridors of St. Paul Avenue, Clybourn Street, Michigan Street, Kilbourn Avenue, Wells Street, State Street and others; and
Whereas, BID No. 10 is a vital and integral part of the City of Milwaukee (“City”); and
Whereas, The Board of BID No. 10 submitted for approval its 2016 Operating Plan and boundary expansion, a copy of which is attached to this Common Council File, which authorizes special assessments totaling $337,573 on taxable properties in the BID; and
Whereas, BID No. 10 has maintained a continuing contract with the Avenues West Association to provide staffing and Operating Plan implementation and beginning in 2016, the Near West Side Partners, Inc. will replace the Avenues West Association as the agency to provide staffing and Operating Plan implementation; and
Whereas, The primary activities to be undertaken by BID No. 10 are enhanced neighborhood safety, improved area image, new development and increased value of present improvements; and
Whereas, Said Operating Plan and boundary expansion was approved by the City Plan Commission following a public hearing; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the 2016 Operating Plan for Business Improvement District No. 10 (Avenues West) and associated budget and boundary expansion are approved; and, be it
Further Resolved, That the City Treasurer, the City Comptroller and other affected departments are directed to collect and disburse BID No. 10 assessments in accordance with the 2016 Operating Plan; and, be it
Further Resolved, That all City officials, departments, boards and commissions are directed to take all actions and provide such assistance, as needed, to carry out the intent and purpose of this resolution and the approved 2016 Operating Plan and boundary expansion for BID No. 10.
