Title
A substitute ordinance to further amend the 2015 offices and positions in the City Service.
Analysis
This substitute ordinance changes positions in the following departments:
Board of Zoning Appeals, Department of City Development, Health Department, Department of Neighborhood Services, Department of Public Works

The Mayor and Common Council of the City of Milwaukee do ordain as follows:
Part 1. Section 1 of ordinance File Number 140624 relative to offices and positions in the City Service is hereby amended as follows:
Under “Health Department, Family and Community Health Services Division, Empowering Families of Milwaukee Program”; delete one position of “Family and Community Wellness Manager (X)(E)”; add one position of “Family and Community Wellness Manager (X)(E)(Y)”; amend footnote “(E)” to read as follows:
“To expire 09/30/16 unless the Family Foundations Comprehensive Home Visiting Grant is extended.”;
Amend footnote “(AAA)” to read as follows:
“To expire 07/31/16 unless the HIV Risk Reduction Grant from the University of Wisconsin-Milwaukee is extended. A portion of the Nurse Practitioner position may be funded by the Dual Protection Grant.”;
Amend footnote “(EEE)” to read as follows:
“To expire 06/30/16 unless the Healthy Birth Outcomes Grant from United Way of Greater Milwaukee & Waukesha County is extended.”; and
Amend footnote “(PPP)” to read as follows:
“To expire 9/30/2016 unless the Plain Talk-Prep for Youth Grant from the State of Wisconsin Department of Health Services is extended.”.
Under “Department of Public Works - Operations Division, Sanitation Section, Field Operations, delete seven positions of “Sanitation Yard Attendant, delete designation “(B)” in its entirety, add fifteen positions of “Sanitation Yard Attendant”, and delete the name “Richard Juno” under footnote “(A)”.
Part 2. Section 1 of ordinance File Number 140624 relative to offices and positions in the City Service is hereby amended as follows (Effective Pay Period 21, 2015 - September 27, 2015):
Under the “Department of City Development, General Management and Policy Development Decision Unit, Finance and Administration”, add one position of “DCD Accounting Specialist”.
Part 3. Section 1 of ordinance File Number 140624 relative to offices and positions in the City Service is hereby amended as follows (Effective Pay Period 22, 2015 - October 11, 2015):
Under “Special Purpose Account - Board of Zoning Appeals”, delete one position of “Office Assistant III (0.5 FTE)” and add one position of “Office Assistant IV”.
Under “Department of City Development, General Management and Policy Decision Unit, Housing Development”, delete one position of “Community Outreach Liaison (C)(Y)” and add one position of “Community Outreach Project Liaison (C)(Y)”.
Under “Department of Neighborhood Services, Construction Trades Division”, add “Arena Inspection Section (F)” following the “Cross Connection Section”.
Under “Arena Inspection Section (F)”, add one position of “Plan Examiner III”, add one position of “Building Construction Inspector (X)”, add one position of “Electrical Inspector (X)”, add one position of “Plumbing Inspector”, add one position of “Office Assistant III”, and add footnote “(F)” to read as follows:
“(F) Position authority to expire when construction of new arena is completed.”
Under “Department of Public Works - Water Works, Business Organization, Meter Services”, delete one position of “Program Assistant I” and add one position of “Program Assistant II”.
Part 4. All ordinances or parts of ordinances contravening the provisions of this ordinance are hereby repealed.
Part 5. The provisions of Part 2 of this ordinance are deemed to be in force and effect from and after Pay Period 21, 2015 (September 27, 2015).
Part 6. The provisions of Part 3 of this ordinance are deemed to be in force and effect from and after Pay Period 22, 2015 (October 11, 2015).
The provisions of all other parts of this ordinance are deemed to be in force and effect from and after the first day of the first pay period following passage and publication.
Part 7. This ordinance will take effect and be in force from and after its passage and publication.
