Analysis
This resolution expands the Pilot Program to sell vacant, City-owned residential lots that lack development potential for $1.
Body
Whereas, The City of Milwaukee (“City”) owns approximately 2,700 vacant lots; and
Whereas, The City annually spends significant sums to maintain these lots; and
Whereas, Many vacant lots that lack development potential are desirable assets as additional green space for adjacent property owners; and
Whereas, The Common Council by File No. 140326 created a Pilot Program, as modified by File No. 141276 adopted on December 16, 2014, to sell for $1, vacant, City-owned residential lots that lack development potential in the 15th Aldermanic District to property owners who are City residents, who meet the MCO 304-49-9 general buyer policies and who own and occupy an adjacent home, understanding that the parcels sold will then be returned to the property-tax rolls and be removed from City inventory and City maintenance responsibility; and
Whereas, The Pilot Program has resulted in significantly increased vacant lot sales within the 15th Aldermanic District; and
Whereas, The Common Council wishes to move the program from pilot status in the 15th Aldermanic District to regular implementation status; and
Whereas, MCO 304-49-4-c and 304-49-8 recognize that sales of City parcels for adequate consideration should respect monetary aspects and non-monetary aspects of consideration, with the non-monetary aspects, including such things as neighborhood stabilization, blight reduction, returning parcels to the tax rolls and saving the City maintenance, supervision responsibility and expense; and, the Council recognizes that these non-monetary aspects of consideration are very important to the City, especially with resp...
