Substitute resolution determining it necessary to make various nonassessable public improvements at various locations and appropriating funds for these purposes with the City engineering cost estimated to be $121,000 for a total estimated cost of these projects being $1,728,000.
Analysis
This resolution authorizes engineering studies on projects which by City Charter are nonassessable. After design plans and estimates of costs have been prepared, a resolution authorizing construction will be submitted to the Common Council. The City cost for engineering these projects is estimated to be $121,000 with the total cost estimated to be $1,728,000.

Resolved, By the Common Council of the City of Milwaukee, that it is necessary and in the public interest to do the following described improvements according to City specifications:
1st Aldermanic District
W. Reichert Pl. - N. 27th St. to 240 feet west of N. 27th St. (WT410160716): Relaying water main. (Nonassessable Water Fund Budget Line 5010 -- $7,000; Nonassessable Water Fund Budget Line 6410 -- $8,000). The total estimated cost for this project including the requested amount is $80,000. This project is anticipated to be completed during the 2016 construction season.
2nd and 7th Aldermanic Districts
W. Fond du Lac Ave. - W. Capitol Dr. to N. 68th St. (WT410160006): Hydrant alteration. (Nonassessable Water Fund Budget Line 5010 -- $7,000; Nonassessable Water Fund Budget Line 6410 -- $8,000). The total estimated cost for this project including the requested amount is $30,000. This project is anticipated to be completed during the 2016 construction season.
3rd Aldermanic District
Terrace Ave. Bioswales: N. Terrace Ave. - E. Belleview Pl. to E. Lafayette Pl. (SM499150106): (Storm Water Quality - Nonassessable Water Quality Projects to meet TMDL Requirements -- $5,000). The total estimated cost for this project including the requested amount is $300,000. This project is anticipated to be completed during the 2015 construction season.
7th Aldermanic District
N. 54th Blvd. - W. Vienna Ave. to 115 feet north of W. Melvina St. (SM495150049): Relaying storm sewer. (Nonassessable Sewer Maintenance Relay Fund -- $20,000). The total estimated cost for this project including the requested amount is $350,000. This project is anticipated to be completed during the 2015 construction season.
7th and 15th Aldermanic Districts
Sherman Blvd. Bioswales: N. Sherman Blvd. - W. Lisbon Ave. to W. Burleigh St. (SM499150107): (Storm Water Quality - Nonassessable Water Quality Projects to meet TMDL Requirements -- $5,000). The total estimated cost for this project including the requested amount is $400,000. This project is anticipated to be completed during the 2015 construction season.
12th Aldermanic District
W. Florida St. - S. 1st St. to a point east of S. 6th St. (TD07584011): Asphalt pavement resurfacing, replace curb and gutter, sidewalk and driveway approaches where necessary, sodding, and grading. (TID Nonassessable Paving Fund -- $30,000). The total estimated cost for this project including the requested amount is $250,000. This project is anticipated to be completed during the 2015 construction season.
14th Aldermanic District
S. Clement Ave. at E. Holt Ave. (WT410160714): Water main alteration. (Nonassessable Water Fund Budget Line 5010 -- $7,000; Nonassessable Water Fund Budget Line 6410 -- $8,000). The total estimated cost for this project including the requested amount is $40,000. This project is anticipated to be completed during the 2016 construction season.
15th Aldermanic District
W. Kneeland St. at a point west of N. 18th Ct. (ST211150210): Replace traffic calming speed hump. (Nonassessable Reconstruction Paving Fund -- $1,000). The total estimated cost for this project is $5,000. This project is anticipated to be completed during the 2015 construction season.
W. Lloyd St. (Ext’d) - South of W. Fond du Lac Ave. to N. 20th St. (SM495150051): Relaying storm sewer. (Nonassessable Sewer Maintenance Relay Fund -- $15,000). The total estimated cost for this project including the requested amount is $273,000. This project is anticipated to be completed during the 2016 construction season.

Further Resolved, That all City Departments are authorized to perform engineering, surveys, plan preparation, and determine an estimated cost thereof; and, be it
Further Resolved, That the Department of Public Works is authorized to use the funding as specified in the above description of work; and, be it
Further Resolved, That the City Comptroller is authorized to transfer such funds which are available for this purpose to the appropriate capital Project/Grant accounts.
