Title
Substitute resolution authorizing the Department of Employee Relations to comply with various aspects of the Affordable Care Act related to reporting requirements.
Analysis
This resolution authorizes the Department of Employee Relations to enter into a one year contract (with options for two one-year extensions) with a prospective vendor named “Health e(fx)” for services related to the Affordable Care Act’s reporting requirements.
Body
Whereas, The City is required to comply with various aspects of the Affordable Care Act (ACA), including reporting requirements regarding employees who receive the minimum essential coverage related to health benefits during a calendar year; and
Whereas, The City is required to report information related to covered individuals to the Internal Revenue Service; and
Whereas, The City is required to report to responsible individuals (City employees) regarding their health benefits by the end of January, 2016; and
Whereas, Significant penalties are levied by the federal government for not complying with the reporting requirements of the ACA; and
Whereas, After evaluation of alternatives proposed by potential vendors and in consultation with staff of the Information Technology Management Division and the Comptroller’s Office, the Department of Employee Relations (DER) has determined that it would be in the City’s best interest to contract with Health e(fx) to provide these reporting services for the City; and
Whereas, Health e(fx) uses a comprehensive software and service solution that collects and organizes all employer data from existing systems (including payroll, PeopleSoft HRMS, time and attendance, FMLA, Leave of Absence, COBRA and benefits administration) and provides complete tracing and fully-automated compliance, audit, and benefits management required of employers under the ACA; now, therefore, be it
