Title
Substitute resolution relating to programming and expenditures for the Summer Jobs for Adults Initiative.
Analysis
This resolution approves, and authorizes execution of, amended agreements between the City and the Milwaukee Area Workforce Investment Board for implementation of the Summer Jobs for Adults Initiative as part of the transitional jobs component of the Compete Milwaukee plan. It also authorizes the appropriate City officials to expend the funds in the Summer Jobs for Adults Initiative Special Purpose Account as necessary to implement the Initiative and in accordance with these agreements, and directs the City Comptroller to make the necessary fund transfers.
Body
Whereas, On November 7, 2014, the Common Council adopted File Number 140889, a resolution expressing support for the $2 million Compete Milwaukee plan, a partnership of Mayor Barrett, the Common Council, workforce development agencies and private employers to make strategic workforce development investments that will address the problem of underemployment among Milwaukee residents; and

Whereas, Under the approved Compete Milwaukee plan, the 2015 Budget provides funding necessary to hire and compensate transitional job placements within City departments in 2015; and

Whereas, To implement this component of Compete Milwaukee, the City's existing transitional jobs program partnership with the Milwaukee Area Workforce Investment Board ("MAWIB"), was continued and expanded; and

Whereas, As part of File Number 140889, and to effectuate the City’s partnership with MAWIB, the Common Council approved the following documents:

1. Transform Milwaukee Young Adult Work Opportunity Agreement/Worksite Agreement (between the City and MAWIB).

2. City of Milwaukee Transitional Jobs Program Young Adult Work Opportunity Agreement/Worksite Agreement Addendum (also between the City and MAWIB).
