Analysis
This resolution authorizes the Commissioner of Public Works to execute a Revised Project Agreement with the Wisconsin Department of Transportation for the reconstruction of the South Howell Avenue from East Grange Avenue to East Layton Avenue to include additional funding for real estate acquisition and traffic control upgrades with 96% State and Federal Aid funds under the State Highway Rehabilitation Program.  The estimated total cost of the project is $6,770,551, which is an increase of - $1,810,551, of which the City's share is $57,638 and the grantor's share is $1,752,913.  The revised agreement indicates a total real estate acquisition cost of $265,000 of which the grantor's share is $265,000 and the City's share is $0.  Construction funds and traffic control and street lighting upgrades funds, under Local Force Agreement, for this project, will be setup in future resolutions.

Whereas, A project agreement has been executed by the Wisconsin Department of Transportation and the City of Milwaukee for the improvement of South Howell Avenue from East Grange Avenue to East Layton Avenue using State and Federal Aid funds, in accordance with the Common Council resolution file number 051477, adopted May 9, 2006; and
 
Whereas, The City requested and the Wisconsin Department of Transportation approved additional funding for right-of-way acquisition and additional funds for signal and street lighting work; and
 
Whereas, A revised project agreement including costs for right-of-way acquisition, traffic signal and street lighting upgrades has been received from the Wisconsin Department of Transportation, to be executed by the City of Milwaukee under the Highway Rehabilitation Program; and
 
Whereas, Construction for the project is currently scheduled for 2018 and construction funds and traffic control and street lighting upgrades funds, under Local Force Agreement, for the project, will be included in separate resolutions; therefore, be it
 
Resolved, By the Common Council of the City of Milwaukee, that the Commissioner of Public Works is hereby authorized to execute a Revised Project Agreement for the improvement of South Howell Avenue from East Grange Avenue to East Layton Avenue to provide funding for right-of-way acquisition and additional funding for signal and street lighting upgrades; and, be it
 
Further Resolved, That the City Engineer is authorized to execute the necessary documents required for right-of-way acquisition needed to complete the improvement of South Howell Avenue from East Grange Avenue to East Layton Avenue; and, be it
 
Further Resolved, That the City Comptroller is hereby authorized to create within the Capital Grant and Aid Project Grant Chart Field Value for this project; and transfer appropriate funds in the amount required under the agreement and the City accounting policy, but not to exceed a ten percent increase of the total amounts reserved for the grantor's share and local share or $5,000, whichever is greater as follows:
