Title
Substitute resolution relating to creation of the Milwaukee Clean Summer Youth Jobs Program, appropriating funding to the Department of Administration from the 2015 Special Purpose Account Reimbursable Services Advance Fund, and authorizing the expenditure of funds for this purpose.
 
Analysis
This resolution approves the appropriation and expenditure of $375,000 in reimbursable authority from the 2015 Reimbursable Services Advance Fund to the Department of Administration to create a program to be known as the Milwaukee Clean Summer Youth Jobs Program. This project will provide funding for a summer youth jobs program to be administered by the Milwaukee Area Workforce Investment Board.
 
Body
Whereas, The City of Milwaukee suffers from particularly high rates of unemployment among teens and young adults; and
 
Whereas, The Mayor's Earn and Learn Program has collaborated successfully with the Milwaukee Area Workforce Investment Board (MAWIB) to place thousands of teenagers in summer employment in the past decade; and
Whereas, The Milwaukee Clean Summer Youth Jobs Program, as a subcomponent of the Mayor's Earn and Learn Program, seeks to increase summer employment opportunity by providing additional paid employment for Milwaukee youth ages 14 to 18 in positions with the Community Work Experience component of Earn and Learn; and
 
Whereas, The Milwaukee Clean Summer Youth Jobs Program will support adolescent development by employing youth in productive activities, such as assignments to community-and faith-based organizations including weekly enrichment activities and work assignments that improve the surrounding neighborhoods; and
 
Whereas, The Milwaukee Clean Summer Youth Jobs Program will provide disadvantaged young Milwaukeeans with income, help them acquire work experience, and develop lifelong work-readiness skills that will improve their work prospects in adulthood; and
 
Whereas, The Milwaukee Clean Summer Youth Jobs Program will seek to employ up to 200 young people ages 14 to 18 for 20 hours per week for 7 weeks starting on July 1, 2015; and
 
Whereas, Candidates for the Milwaukee Clean Summer Youth Jobs Program will be sought from the community including Milwaukee's public high schools; and
 
Whereas, The Budget and Management Division has recommended the program be funded with reimbursable authority in the Department of Administration, to be offset by projected expenditure savings in various energy accounts; now, therefore, be it
 
Resolved, By the Common Council of the City of Milwaukee, that $375,000 is appropriated from the 2015 Reimbursable Services Advance Fund to the Department of Administration to provide funding for the Milwaukee Clean Summer Youth Jobs Program; and, be it
Further Resolved, That the Department of Administration is authorized to expend the funds for the Milwaukee Clean Summer Youth Jobs Program; and, be it
 
Further Resolved, That this expenditure authority includes the authority for the Department of Administration to contract with the Milwaukee Area Workforce Investment Board for implementation of the Milwaukee Clean Summer Youth Jobs Program; and, be it
 
Further Resolved, That the City Comptroller is authorized and directed to establish the necessary accounts and accounting procedures to carry out the intent of this resolution, including the establishment of an internal reimbursable account for the Department of Administration RM151XXXXX and named "Milwaukee Clean Summer Youth Jobs Program" to be reimbursed by the Department of Public Works and the Milwaukee Police Department through the Internal Requisition and Invoice (IRI) process, and, be it
 
Further Resolved, That the procedures for handling and advancing funds in anticipation of reimbursable revenue be in accordance with those set forth in Common Council File 80-1513.
