Analysis
This resolution directs the City Engineer to apply for an Urban Nonpoint Source and Stormwater construction grant from the Department of Natural Resources in the amount of $230,000 with a City share of $140,000 and a grantor share of $90,000.
 
Body
Whereas, Stormwater pollution control is an important component of the City of Milwaukee's (City) storm water management regulation and the City's permit with the DNR; and
 
Whereas, Nonpoint sources such as roadways have been recognized as the primary source of environmental pollution by discharging polluted runoff directly into the local streams and water bodies, threatening natural habitat and species; and
 
Whereas, The City proposes to construct bioswales in the easterly terrace areas of North 76th Street between West Lisbon Avenue and West Nash Street and in the terrace areas of West Nash Street between North 76th Street and West Potomac Avenue; and
 
Whereas, Said project areas are located within the municipal separate storm sewer system portion of the City and demonstrate how highly urbanized areas can be designed to provide direct environmental benefits and be aesthetically integrated into the urban streetscape; and
 
Whereas, The total cost of the project is approximately $230,000 with the requested grantor share not exceed $90,000 and the remainder $140,000 to be borne by the City; and
 
Whereas, The operation of these grants begins on January 1, 2016 and ends on December 31, 2017; and
 
Whereas, As part of the application, the City Engineer will also submit a signed Environmental Hazard Assessment form; now, therefore, be it
 
Resolved, By the Common Council of the City of Milwaukee that the City Engineer is hereby authorized to apply for an Urban Nonpoint Source and Stormwater construction grant from the DNR.
