Title:
Resolution relative to acceptance and funding of a Byrne Memorial Justice Assistance Incident Based Reporting System Upgrade grant.
Analysis:
This resolution authorizes the Milwaukee Police Department to accept and fund a Byrne Memorial Justice Assistance Incident Based Reporting System Upgrade grant from the U.S. Department of Justice through the State of Wisconsin, Department of Justice (DOJ), in the amount of $22,002 with a city share of $0, and a grantor share of $22,002. The purpose of this funding is to upgrade the Incident-Based Reporting System (IBRS) process of transmitting data to the State of Wisconsin, Department of Justice and to enable better accuracy of data for the MPD data driven policy strategy.
Body:
Whereas, Under CFDA #16.738, the City of Milwaukee appears to be eligible for grant funds from the U.S. Department of Justice through the State of Wisconsin DOJ; and
Whereas, The operation of this grant from 2/01/15 to 6/30/15 would cost $22,002 of which 100% would be provided by the grantor; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the Police Department shall accept this grant without further approval unless the terms of the grant change as indicated in Section 304-81, Milwaukee Code of Ordinances; and, be it
Further Resolved, That, the City Comptroller is authorized to:
1. Commit funds within the Project/Grant Parent of the 2015 Special Revenue-Grant and Aid Projects, the following amount for the program titled: Byrne Memorial Justice Assistance Incident Based Reporting System Upgrade grant.

2. Create the necessary Grant and Aid Project/Grant and Project/Grant levels; budget against these Project/Grant values the amount required under the grant agreement;

Further Resolved, That these funds are budgeted for the Milwaukee Police Department which is authorized to:
- Expend from the amount budgeted for specified purposes as indicated in the grant
- budget and incur costs consistent with the award date;
- Transfer funds within the project budget as long as the amount expended for each
specific purpose does not exceed the amount authorized by the budget by 10 percent.
