Title
Resolution authorizing the Commissioner of Public Works to execute a Revised Project Agreement titled "State/Municipal Agreement for a State - Let Highway Project" with the Wisconsin Department of Transportation for the rehabilitation of the West Wells Street (USH 18) Bridge over the Milwaukee River with Federal and State aid under the State Trunk Highway Program and to fund the preliminary engineering estimate of $632,500 of which $158,125 is the City of Milwaukee's share and $474,375 is the grantor's share.
Analysis
This Resolution authorizes the Commissioner of Public Works to execute a Revised Project Agreement with the Wisconsin Department of Transportation for rehabilitation of the West Wells Street (USH 18) Bridge over the Milwaukee River with Federal and State aid. The Revised Project Agreement provides for 100 percent Federal and State aid for construction of the project and 75 percent Federal and State aid and 25 percent local cost sharing for preliminary engineering. The revised total estimated project cost is $6,637,500 of which $183,125 is the City of Milwaukee's Share and $6,454,375 is the grantor share. This resolution also directs the City Comptroller to transfer funds for preliminary engineering.
Body
Whereas, The improvements scheduled for this bridge are included on the current Wisconsin Department of Transportation State Trunk Highway Program; and
Whereas, The rehabilitation of the West Wells Street (USH 18) Bridge is programmed for construction in 2018 and construction funds for the project will be requested in a separate resolution; and
Whereas, The Common Council of the City of Milwaukee adopted Resolution File Number 121291 authorizing funding $431,250 for preliminary engineering for the rehabilitation of West Wells Street (USH 18) Bridge over the Milwaukee River; and
Whereas, Preliminary engineering and additional in-depth inspection found that hydraulic and mechanical components had deteriorated beyond rehabilitation cost effectiveness and need to be replaced resulting in increased costs; and
Whereas, The Wisconsin Department of Transportation has agreed to fund the increased engineering and construction cost; and
Resolved, By the Common Council of the City of Milwaukee, that the Commissioner of Public Works is hereby authorized to execute the agreement for the programming and rehabilitation of the West Wells Street (USH 18) Bridge over the Milwaukee River with Federal and State Aid, a copy of which are attached to Common Council Resolution File Number 141834, and are incorporated in this resolution by reference as though set forth in full; and, be it
Further Resolved, That the City Comptroller is hereby authorized to create within the Capital Improvement Fund, Grant and Aid Projects, the necessary Project/Grant Chartfield Values for preliminary engineering for the projects (Expenditures) and transfer to any of these accounts the amount required under the grand agreement and City Accounting Policy but not to exceed a 10 percent increase of the total amounts reserved for the grantor's share and local share or $5,000, whichever is greater, as follows:
