Minutes note: Individuals also present: Ald. Murphy stated the ordinance is the result of an expansive task force regarding salvaging, recycling and towing that met approximately six times. The City is willing to remove the $30 recording fee and waiver. Andrew Van Natta, Legislative Reference Bureau stated the ordinance will require a plan of operation, and all vehicles can be licensed under a single premises, similar to current junk licenses. It will streamline current License Division operations. All consensual towing is exempt, with increased penalties for those operating illegally; a drop fee of $50 will also be implemented if car is hooked up. Most cities have no fee, a fee was added for benefit of tower. Captain Johnny Sgrignuoli stated they looked at what the needs were of the industry, the inability to regulate and need of self-governance. Analysis
Currently, the following separate licenses are required for various recycling and salvaging activities:

1. Aluminum can reclaiming machines.
2. Auto wreckers.
3. Junk collectors.
4. Junk dealers.
5. Junkers.
6. Used bicycle, tire and battery dealers.
7. Used motor vehicle dealers (parts only).
8. Waste tire generators and transporters.

This ordinance consolidates these various license types by establishing a single “recycling, salvaging or towing” license for certain premises and vehicles involved in activities relating to recycling, salvaging and towing.
