Title
Substitute resolution approving an Intergovernmental Agreement between the City of Milwaukee and Milwaukee County relating to the purchase of voting equipment.
Analysis
The resolution approves an Intergovernmental Agreement for Purchase of New Election Equipment between the City of Milwaukee and Milwaukee County. By the terms of this agreement the City agrees to purchase voting equipment that is uniform with equipment used by all other Milwaukee County municipalities.
Body
Whereas, The City’s current voting equipment was purchased in 1993 and is due for replacement; and

Whereas, The 2015 Capital Budget provides $1,527,350 to replace voting equipment; and

Whereas, The City, through the Intergovernmental Cooperation Council, is participating in a uniform voting equipment initiative led by Milwaukee County and the Public Policy Forum; and

Whereas, Section 66.0301 Wis. Stats., authorizes cooperation between municipalities and allows municipalities to contract with each other for the receipt or furnishing of services or the joint exercise of any power or duty required or authorized by law; and

Whereas, The attached Intergovernmental Agreement for Purchase of New Election Equipment provides the terms by which the City agrees to purchase voting equipment that is uniform with equipment used by all other Milwaukee County municipalities; and

Whereas, These terms are consistent with the City’s intent to purchase new equipment, both in selection of equipment and in timing; and

Whereas, The purchase of new election equipment will be completed during the 2015 fiscal year; and

Whereas, The City has agreed that it will reimburse the County for 30% of the cost of election equipment allocated to the City; and

Whereas, By agreeing to the terms of the agreement, the City will receive a 70% subsidy toward the cost of purchasing polling place voting machines and associated items; now, t...
