A substitute ordinance to further amend the 2015 offices and positions in the City Service.

The Mayor and Common Council of the City of Milwaukee do ordain as follows:
Part 1. Section 1 of ordinance File Number 140624 relative to offices and positions in the City Service is hereby amended as follows:
Under "Fire and Police Commission, Homeland Security", amend footnote "(C)" to read as follows:
"(C) Homeland Security/UASI Planning Position Grant: Position authority to expire 12/31/2015 unless the Homeland Security/UASI Planning Grant is extended.".
Under "Fire Department, EMS/Training/Education Bureau Decision Unit", delete one position of "Health and Safety Officer" and add the division "Health and Safety Division".
Under "Health and Safety Division", add one position of "Health and Safety Officer" and one position of "Athletic Trainer/Injury Prevention Coach".
Under "Health Department", amend footnote "(N)" and to read as follows:
"(N) To expire 03/31/16 unless the Newborn Hearing Screening Grant is extended. Partially funds one position of Public Health Nurse."
And amend footnote (EE) to read as follows:
"(EE) To expire 02/28/16 unless the Community Health Improvement in Metcalfe Park and Concordia (CHIMC): Save Lives-Immunize Grant from the Medical College of Wisconsin (MCW) is extended. Partially funds one Public Health Nurse in the Immunizations Program.".
Under "Library, Administrative Services Decision Unit, Acquisitions and Serials Section", delete one position of "Library Technician II".
Under "Automation Section", delete one position of "Network Analyst Assistant" and add one position of "Office Assistant IV".
Under "Central Library Decision Unit, Central Library Services Pool", delete two positions of "Librarian III", add one position of "Librarian III (0.50 FTE)", and add one position of "Librarian III (0.75 FTE)".
Under "Circulation Bureau Pool", delete seven positions of "Library Circulation Aide".
Under "Neighborhood Library Services Decision Unit, Neighborhood Library Services Pool", add two positions of "Library Branch Manager", delete thirty-one positions of "Library Circulation Aide", and add twenty-three positions of "Library Circulation Assistant I (0.47 FTE)".
Under "Police Department, Administration Services Decision Unit, Narcotics", amend footnote "(K)" to read as follows:
"(K) High Intensity Drug Trafficking Area (HIDTA) Grant. Position authority to expire if HIDTA funding and the HIDTA project are discontinued or until 12/31/15 unless the HIDTA grant is extended.".
Under "Operations Decision Unit, Narcotics", amend footnote "(N)" to read as follows:
"(N) Milwaukee Metropolitan Drug Enforcement Grant: Position authority to expire 12/31/15, unless the Milwaukee Metropolitan Drug Enforcement Grant is extended.".
Part 2. Section 1 of ordinance File Number 140624 relative to offices and positions in the City Service is hereby amended as follows (Effective Pay Period 1, 2015 - December 21, 2014):
Under the "Department of Administration, Office of the Director", delete one position of "Public Information Officer" and add one position of "Community Outreach Coordinator".
Under Department of Public Works-Water Works, Engineering Organization, Engineering Design", delete three positions of "Management Civil Engineer-Sr (X)(Y)" and add three positions of "Management Engineer (X)(Y)".
Part 3. Section 1 of ordinance File Number 140624 relative to offices and positions in the City Service is hereby amended as follows (Effective Pay Period 6, 2015 - March 1, 2015):
Under the "Department of City Development, General Management and Policy Development Decision Unit, Real Estate and Development", delete one position of "Real Estate Analyst (X)(Y)" and add one position of "Real Estate Coordinator II (X)(Y)".
Part 4. Section 1 of ordinance File Number 140624 relative to offices and positions in the City Service is hereby amended as follows (Effective Pay Period 8, 2015 - March 29, 2015):
Under "Department of City Development, General Management and Policy Development Decision Unit, Real Estate and Development", add one position of "Program Assistant II (X)".
Under "Health Department", delete one position of "Public Health Research and Policy Director (X)(Y)(M)(NN)" and add one position of "Public Health Planning and Policy Director (X)(Y)(M)(NN)".
Under the "Department of Neighborhood Services, Construction Trades Division, Electrical Inspection Section", add one position of "Electrical Inspector II (X) (C)".
Part 5. Section 1 of ordinance File Number 140624 relative to offices and positions in the City Service is hereby amended as follows (Effective Pay Period 10, 2015 - April 26, 2015):
Under "Department of Public Works - Infrastructure Services Division, Administration and Central Services Decision Unit, Administration and Transportation Section, Central Drafting and Records", delete one position of "Engineering Drafting Technician II" and add one position of "Land Surveyor".
Part 6. All ordinances or parts of ordinances contravening the provisions of this ordinance are hereby repealed.
Part 7. The provisions of Part 2 of this ordinance are deemed to be in force and effect from and after Pay Period 1, 2015 (December 21, 2014).
Part 8. The provisions of Part 3 of this ordinance are deemed to be in force and effect from and after Pay Period 6, 2015 (March 1, 2015).
Part 9. The provisions of Part 4 of this ordinance are deemed to be in force and effect from and after Pay Period 8, 2015 (March 29, 2015).
Part 10. The provisions of Part 5 of this ordinance are deemed to be in force and effect from and after Pay Period 10, 2015 (April 26, 2015).
The provisions of all other parts of this ordinance are deemed to be in force and effect from and after the first day of the first pay period following passage and publication.
Part 11. This ordinance will take effect and be in force from and after its passage and publication.
