Analysis
This Resolution Authorizes the Commissioner of Public Works and Comptroller to execute a State Municipal Agreement with the Wisconsin Department of Transportation for a project known as Bridge Bicycle Plating and to fund preliminary engineering for the project using Transportation Alternatives Program funds in 4th and 12th Aldermanic Districts.  The total estimated cost of the project is $515,865 with a grantor share of $412,692, and a City share of $103,173.  The total estimated preliminary engineering costs for this project is $70,345, with a grantor share of $56,276 and a City share of $14,069.  Approval of construction costs will be in a future resolution.
Body
Whereas, The Common Council of the City of Milwaukee previously approved File Number 131728, which authorized the City Engineer to apply for five Federal Transportation Alternatives Program grants for the 2014-2018 application cycle, with an 80 percent grantor share and a 20 percent local share; and
 
Whereas, Preliminary approval has been requested and received from the Wisconsin Department of Transportation, along with the State Municipal Agreement for the programming and construction of bridge bicycle plating on two bridges under the 2015 Transportation Alternatives Program; and
 
Whereas, The approved project will place solid surface plating on the North Plankinton Avenue and North Emmber Lane Bridges over the Menomonee River, in the City of Milwaukee, to increase safe crossing for bicycle traffic; and
 
Whereas, The total estimated cost of the project is $515,865 with a grantor share of $412,692 and a City share of $103,173; and
 
Whereas, The estimated cost for preliminary engineering is $70,345, with a grantor share of $56,276 and a City share of $14,069; and
 
Whereas, the Wisconsin Department of Transportation has submitted a State Municipal Agreement for execution by the City of Milwaukee for the preliminary engineering and construction of:

Whereas, The State cannot proceed with any project cost overruns and changes in scope of more than 5% without prior Department of Public Works approval; and
 
Whereas, The Department of Public Works shall notify the Common Council of the City of Milwaukee at the next scheduled meeting of any such project cost overruns and changes in scope approved by the Department of Public Works; and
 
Whereas, The Common Council of the City of Milwaukee recognizes that the city may be 100% liable for any such project cost overruns and changes in scope as approved by the Department of Public Works; and
 
Whereas, The Common Council of the City of Milwaukee recognizes that the City may be liable for any costs incurred by the State should the City decide to withdraw from the project; now, therefore, be it
 
Resolved, By the Common Council of the City of Milwaukee, that the Commissioner of Public Works and the Comptroller are authorized to execute the State Municipal Agreement for the programming, preliminary engineering and construction of aforementioned project with Transportation Alternatives Program funds, copies of which are attached to and incorporated in this resolution by reference as though set forth in full; and, be it
 
Further Resolved, That the proper City of Milwaukee official is hereby directed to undertake preliminary engineering for the aforementioned project, which is anticipated to begin in 2015, and to reimburse the Wisconsin Department of Transportation for preliminary engineering costs they incur for the improvements; and, be it
 
Further Resolved, That the City Comptroller is hereby authorized to create within the Capital Improvement Fund, Grant and Aid Projects, the necessary Project Grant Chartfield Values for preliminary engineering for the project (expenditure) and transfer to the account the amount required under this grant agreement and City Accounting policy, but not to exceed a 10 percent increase of the total amounts reserved for the grantor's share and the local share or $5,000, whichever is greater as follows:
