Resolution relative to application, acceptance and funding of a Green Solutions for Separate Infrastructure and Sewer Separation grant funding from the Milwaukee Metropolitan Sewerage District for the installation of bio-retention areas, storm sewer and sanitary sewer improvements and roadway reconstruction including permeable pavement on the Riverside Pumping Station site located at 1311 East Chambers Street, in the 3rd Aldermanic. District.
Analysis
This resolution authorizes the Department of Public Works, Water Works Division to apply, accept and fund a Milwaukee Metropolitan Sewerage District Green Solutions for Separate Infrastructure and Sewer Separation grant up to a maximum reimbursement amount of $415,000. The purpose of the grant is to provide financial incentive to District municipalities to help achieve goals related to integrated watershed management, including zero combined sewer overflows, and use of green infrastructure such as permeable pavement and bio-retention areas, to capture the first 0.5 of rainfall and help reduce and treat stormwater runoff. The pavement will be installed on the north access drive to the station and the bio-retention areas will be installed in the green space to the east of the pumping station. Body
Whereas, The Milwaukee Metropolitan Sewerage District is responsible for collecting and treating wastewater from local sewerage systems; and
Whereas, During wet weather events, stormwater enters local sewerage systems, increasing the volume of wastewater that Milwaukee Metropolitan Sewerage District must convey and treat, and enters surface waters, increasing pollution levels in those waterways and increasing the risk of flooding; and
Whereas, Green infrastructure, such as permeable pavement and bio-retention areas, reduces the volume of stormwater in the sewerage system and the amount of pollutants discharged to surface waters; and
Whereas, The Milwaukee Metropolitan Sewerage District desires to promote the installation of green infrastructure; and
Whereas, The City of Milwaukee (City) will remove storm and surface water connections to the existing combined sewer to decrease the load transmitted to the combined sewer; and
Whereas, The City has applied for Green Solutions for Separate Infrastructure and Sewer Separation grant funding from the Milwaukee Metropolitan Sewerage District for the installation of bio-retention areas, storm sewer and sanitary sewer improvements and roadway reconstruction including permeable pavement; and
Whereas, The permeable pavement will be constructed as part of an overall reconstruction project of the north access road; and
Whereas, The City's plans to install green infrastructure that support the Milwaukee Metropolitan Sewerage District's green infrastructure goals; and
Whereas, The Milwaukee Metropolitan Sewerage District has accepted the City's grant application and has awarded the City with a maximum grant amount of $415,000; and
Whereas, The operation of the grant is effective from the date of execution of the Funding Agreement; and
Whereas, The Department of Public Works has committed funds for the entire cost of the project; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the Commissioner of Public Works is hereby authorized to accept, sign, and execute such a grant without further Common Council approval unless the terms of the grant change as indicated in Common Council File No. 030712 (Grant Ordinance); and, be it
Further Resolved, That upon approval of this Agreement, the City Comptroller is hereby authorized to create, within the Capital Grant and Aid Projects Fund, the appropriate Project/Grant Chartfield Value for this project, and transfer to these accounts the amount required under the Agreement and City accounting policy, but not to exceed a 10% increase of the total amounts reserved for the grantor's share and local share or $5,000, whichever is greater as follows:

Further Resolved, That these funds are appropriated to the Department of Public Works, which is authorized to expend from the amount budgeted for specific purposes as indicated in the grant budgets and incur costs consistent with the award date; and, be it
Further Resolved, That the Commissioner of Public Works is authorized to accept and execute the Green Solutions for Separate Infrastructure and Sewer Separation Funding Agreement between the City and the Milwaukee Metropolitan Sewerage District, a copy of which is attached hereto; and, be it
Further Resolved, That the Commissioner of Public Works shall have the authority to authorize transfers within the project budget so long as the amount expended for any purpose shall not exceed the amount authorized by the budget by 10%, and such transfers are in accordance with grantor regulations; and, be it
Further Resolved, That the Commissioner of Public Works, on behalf of the City of Milwaukee, be authorized to enter into subcontracts (and leases) as detailed in the project budget and in accordance with City purchasing procedures and grant and aid guidelines for awarding such contracts.
