Title

Substitute resolution approving an agreement between the City of Milwaukee and the Milwaukee Board of School Directors for the implementation of the Safe Routes to School Program.

Analysis

This resolution approves an agreement between the City of Milwaukee and the Milwaukee Board of School Directors for the implementation of the Safe Routes to School program to provide traffic enforcement in the safe school route areas to ensure the safety of children biking and walking to school.

Body

Whereas, The Milwaukee Public School District has received a grant from the Wisconsin Department of Transportation to continue the Safe Routes to School program during the 2008-2009 school year through the 2010-2011 school year and to expand the program to 60 schools; and

 

Whereas, The Department of Transportation grant provides $25,000 for the City of Milwaukee Police Department to provide traffic enforcement in the safe routes areas to ensure the safety of children biking and walking to school; and

 

Whereas, The 3-year agreement begins in the 2008-2009 school year and concludes on June 30, 2011; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that application to the Milwaukee Public Schools is authorized and the Police Department shall accept this grant without further approval; and, be it

 

Resolved, That the agreement between the City of Milwaukee and the Milwaukee Board of School Directors for the implementation of the Safe Routes to School Program, a copy of which is attached, is approved; and, be it

 

Further Resolved, That the City Comptroller is authorized to:

 

1.  Commit funds within the Project/Grant Parent of the 2008 Special Revenue and Aid Projects, the following amount for the program titled Safe Routes to School Grant:

2.  Create the necessary Grant and Aid Project/Grant and Project/Grant levels; budget against these Project/Grant values the amount required under the agreement.

Further Resolved, That these funds are budgeted for the Milwaukee Police Department which is authorized to:

 

1.  Expend from the amount budgeted for specified purposes as indicated in the grant and incur costs consistent with the award date.

 

2.  Transfer funds within the project budget as long as the amount expended for each specific purpose does not exceed the amount authorized by the budget by 10 percent.
