Substitute resolution relative to the application, acceptance and funding of Private Property Inflow and Infiltration (I/I) grant from the Milwaukee Metropolitan Sewerage District totaling $42,000 for studying the effectiveness of I/I reduction projects in the City of Milwaukee and authorizing the Commissioner of Public Works to execute a funding agreement between the City of Milwaukee and the Milwaukee Metropolitan Sewerage District (MMSD).
Analysis
This resolution authorizes the Department of Public Works, Infrastructure Services Division to accept and fund a City of Milwaukee Inflow and Infiltration (I/I) Evaluation project in the amount of $42,000 with an MMSD reimbursement amount of $42,000. The purpose of the funding is to evaluate the effectiveness of past City of Milwaukee I/I reduction projects. This resolution also authorizes the Commissioner of Public Works to execute a funding agreement between the City and the MMSD.
Body
Whereas, The City is eligible to accept funding from the Milwaukee Metropolitan Sewerage District (MMSD) through its Private Property Inflow and Infiltration (I/I) reduction program; and
Whereas, The City has constructed several I/I reduction projects, most frequently in the form of cured-in-place sanitary sewer main lining, and sanitary sewer relay and repair; and
Whereas, The City has also completed two pilot I/I reduction projects that include public sanitary sewer main and private sanitary sewer lateral cured-in-place lining and repair; and
Whereas, The City has performed sanitary sewer flow metering prior to and after construction of these I/I reduction projects; and
Whereas, The City desires to have data generated by the flow metering activities analyzed and modeled to determine the effectiveness of the I/I reduction projects; and
Whereas, The MMSD has offered to reimburse the City with funds not to exceed $42,000; and
Whereas, The operation of the funding for the I/I evaluation project is effective from the date the agreement is executed through July 2015. The estimated project cost is $42,000; and
Resolved, By the Common Council of the City of Milwaukee, that the Commissioner of Public Works is hereby authorized to accept such a grant without further Common Council approval unless the terms of the grant change as indicated in the Milwaukee Code or Ordinances Section 304-81; and, be it
Further Resolved, That upon approval of this contract, the City Comptroller is hereby authorized to create within the Capital Grant and Aid Projects Fund the appropriate Project/Grant Chartfield Value for this project; and transfer to these accounts the amount required under the agreement and City accounting policy, but not to exceed a ten percent increase of the total amounts reserved for the grantor's share and local share or $5,000, whichever is greater as follows:

Further Resolved, That these funds are appropriated to the Department of Public Works, Infrastructure Services Division which is authorized to expend from the amount budgeted for specific purposes as indicated in the grant budgets and incur costs consistent with the award date; and, be it
Further Resolved, That these funds are budgeted for the Department of Public Works which is authorized to expend from the amount budgeted for specific purposes as indicated in the funding agreement and incur costs consistent with the project; and, be it
Further Resolved, That the Commissioner of Public Works is authorized and directed to execute a grant funding agreement between the City of Milwaukee and the MMSD regarding the Private Property Inflow and Infiltration Program grant; and, be it
Further Resolved, That the Commissioner of Public Works shall have the authority to authorize transfers within the project budget so long as the amount expended for any purpose shall not exceed the amount authorized by the budget by 10% and such transfers are in accordance with grantor regulations; and, be it
Further Resolved, That the Commissioner of Public Works on behalf of the City of Milwaukee be authorized to enter into subcontracts (and leases) as detailed in the project budget and in accordance with City purchasing procedures and grant and aid guidelines for awarding such contracts.
