Resolution approving the Land Disposition Report for the Redevelopment Authority properties at 411 West North Avenue, 2235 North 4th Street and 2226-34 North 5th Street for conveyance to the City of Milwaukee for assemblage with the City-owned Garfield School for a Bronzeville redevelopment effort, in the 6th Aldermanic District.
Analysis
This resolution will permit the Redevelopment Authority to convey land according to the conditions in a Land Disposition Report.
Body
Whereas, The City-owned Garfield Elementary School at 2215 North 4th Street has been vacant since 2006, and it occupies a key location in the North 7th Street - West Garfield Redevelopment Project Area that has been designated as the Bronzeville Cultural and Entertainment District; and

Whereas, Redevelopment of the vacant school and adjacent properties owned by the Redevelopment Authority of the City of Milwaukee (“Authority”) was the subject of the Bronzeville Visioning Charrette hosted by the UWM Community Design Solutions Studio - School of Urban Planning to obtain community and professional input for redevelopment of the combined site as a signature Bronzeville project; and

Whereas, A Request for Proposals to solicit proposals to implement the charrette recommendations was posted jointly by the City of Milwaukee (“City”) and the Authority; and

Whereas, Three proposals were received and a buyer recommendation is expected shortly after completion of the review of the submittals, all of which include an arts component and envision financing in part through use of Low-Income Housing Tax Credits allocated by the Wisconsin Housing and Economic Development Authority (“WHEDA”); and

Whereas, The combined site has a mix of municipal ownership and consolidation under one entity is desirable to facilitate timely document preparation for a buyer’s tax credit application to WHEDA on or before January 30, 2015; and
