Title
A substitute ordinance to further amend the 2015 rates of pay of offices and positions in the City Service.
Analysis
This substitute ordinance changes the rates of pay in the following departments:
Assessor's Office, Department of City Development, Mayor's Office, Department of Neighborhood Services, Police Department, Port of Milwaukee, Department of Public Works

The Mayor and Common Council of the City of Milwaukee do ordain as follows:
Part 1. Part 1, Section 1 of ordinance File Number 140625 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 1, 2015 - December 21, 2014):
Under Pay Range 1FX, delete the title "Commercial and Residential Rehabilitation Manager" and add the title "Housing Programs Manager.
Under Pay Range 1JX, add the title "Assessment Operations Director (1)" with the footnote to read:
"(1) Recruitment is at $3,684.62 ($95,800.12).".
Part 2. Part 1, Section 1 of ordinance File Number 140625 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 3, 2015 - January 18, 2015):
Under Pay Range 1DX, add footnote designation "(3)" to the position of "Police Records Manager" and add footnote "(3)" to read as follows:
"(3) Recruitment may be at any rate in the pay range with the approval of the Department of Employee Relations and the Chair of the Committee on Finance and Personnel.".
Part 3. Part 1, Section 2 of ordinance File Number 140625 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 1, 2015 - December 21, 2014):
Under Pay Range 2GX, add the title "Staff Assistant to the Mayor".
Under Pay Range 2HX, delete the title "Staff Assistant to the Mayor-Senior".
Part 4. Part 1, Section 2 of ordinance File Number 140625 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 3, 2015 - January 18, 2015):
Under Pay Range 2IN, delete footnote designation "(2)" from the position of "Civil Engineer III", add footnote designation "(3)" to the position of "Civil Engineer III", and add footnote "(3)" to read as follows:
"(3) Recruitment is at $2,550.94 ($66,324.44) and may be up to $2,870.00 biweekly ($74,620.00 annual) with the approval of the Department of Employee Relations and the Chair of the Committee on Finance and Personnel.".
Part 5. Part 1, Section 3 of ordinance File Number 140625 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 3, 2015 - January 18, 2015):
Under Pay Range 3ON, delete designation "(1)" and footnote in its entirety and add designation "(5)" to the titles: "Boiler Inspector I", "Building Construction Inspector I", "Elevator Inspector I", and "Sprinkler Construction Inspector I". Replace footnote "(2)" with the following:
"(2) Recruitment minimum is $2,153.28 ($55,985) but may be at any rate in the pay range with DER approval; and add designation "5" to the title of "Neighborhood Improvement Project Inspector.".
Under Pay Range 3PN, delete footnote "(2)" and replace with the following:
"(2) Recruitment minimum is $2,352.97 ($61,177) but may be at any rate in the pay range with DER approval.".
Under Pay Range 3QN, delete designation "(5)" and footnote in its entirety and add designation "(6)" to the titles "Boiler Inspector II", "Building Construction Inspector II", Elevator Inspector II" and "Sprinkler Construction Inspector II".
Part 6. All ordinances or parts of ordinances contravening the provisions of this ordinance are hereby repealed.
Part 7. The provisions of Parts 1 and 3 of this ordinance are deemed to be in force and effect from and after Pay Period 1, 2015 (December 21, 2014).
Part 8. The provisions of Parts 2, 4, and 5 of this ordinance are deemed to be in force and effect from and after Pay Period 3, 2015 (January 18, 2015).
The provisions of all other parts of this ordinance are deemed to be in force and effect from and after its passage and publication.
Part 9. This ordinance will take effect and be in force from and after its passage and publication.
