Analysis
This ordinance revises the charges authorized for Advanced Life Support (ALS) services provided by the fire department to reflect recommendations by the Milwaukee County Association of Fire Chiefs (MCAFC) based upon a 2.75% increase reported in the Medical Care Commodities and Medical
Care Service Consumer Price Index (CPI) for 2014. The charges for basic paramedic services, with and without transport, are increased for Milwaukee county residents as follows:
 
1. Paramedic non-invasive service or treatment without conveyance from $129.79 to $133.36.
2. Paramedic invasive service or treatment without conveyance from $129.79 to $133.36.
3. Paramedic service with transport (Level ALS-1) from $687.49 to $706.40.
4. Paramedic service with transport (Level ALS-2) from $791.93 to $813.71.
 
The rate schedule for non-residents of Milwaukee county includes similar increases.
 
Charges for paramedic services and for pharmaceuticals and supplies are the same for Milwaukee county residents and non-residents and have been increased, rounded to the nearest dollar, to reflect the overall 2.75% CPI increase in 2014.
 
This ordinance also increases the mileage rate for transport from $15.21 to $15.63.
Body
Whereas, The Milwaukee County Association of Fire Chiefs (MCAFC) annually recommends rates to be charged by municipalities for advanced Life Support (ALS) services; and
 
Whereas, By correspondence dated November 24, 2014, the MCAFD advised the Milwaukee County Intergovernmental Cooperation Council of proposed rate changes together with a schedule of specific changes based upon adjustments reflecting a 2.75% increase reported in the Medical Care Commodities and Medical Care Service Consumer Price Index for 2014; and
 
Whereas, The schedule of charges provided by the MCAFC includes several charges for services not previously reflected in the code; now, therefore
 
The Mayor and Common Council of the City of Milwaukee do ordain as follows:
 
Part 1. Section 75-15-17-a-1 to 4 and b-1 to 4 of the code is amended to read:

17. CHARGES FOR PATIENT SERVICES DELIVERED BY THE FIRE DEPARTMENT.

Part 3. Section 75-15-17-d-1 to 3 of the code is repealed and recreated to read:

Items approved in Drug Group 1, including Albuterol, Amiodarone (30mg), Aspirin, Atropine, Benadryl, Dextrose, D5W, Glucose (oral), Nitroglycerin, Sodium Normal Saline (bags & carpujet) and Versed, shall be charged a rate of $34.38.  Saline (capped), D50 and D5W, shall be charged a rate of $33.46.
d-2. Items approved in Drug Group 2, including Calcium Chloride, Epinephrine (I.M. or I.V., not by EPI-PEN), and Dopamine, shall be charged a rate of $39.59.
d-3. Items approved in Drug Group 3, including Fentanyl and Narcan, shall be charged a rate of $51.05.
 
Part 4. Section 75-15-17- e-1 to 9 of the code is amended to read:
