A substitute ordinance to further amend the 2015 offices and positions in the City Service.

This substitute ordinance changes positions in the following departments:
Department of Administration, City Attorney, Common Council - City Clerk, Deferred Compensation Plan, Department of Employee Relations, Department of Neighborhood Services, Police Department, Department of Public Works

The Mayor and Common Council of the City of Milwaukee do ordain as follows:
Part 1. Section 1 of ordinance File Number 140624 relative to offices and positions in the City Service is hereby amended as follows:
Under "Police Department", amend footnote "(F)" to read as follows:
"Truancy Abatement Grant: Six positions to expire 6/12/2015 unless grant funding from the Milwaukee Public Schools continues."
Part 2. Section 1 of ordinance File Number 140624 relative to offices and positions in the City Service is hereby amended as follows (Effective Pay Period 1, 2014 - December 22, 2013):
Under "Department of Employee Relations, Administration Division", delete one position of "Administrative Assistant IV" and add one position of "Administrative Services Coordinator".
Part 3. Section 1 of ordinance File Number 140624 relative to offices and positions in the City Service is hereby amended as follows (Effective Pay Period 22, 2014 - October 12, 2014):
Under "City Attorney, Administrative Division, delete two positions of "Legal Office Assistant IV", delete seven positions of "Legal Office Assistant III", add three positions of "Legal Office Assistant-Lead", add two positions of "Legal Office Assistant-Senior", and add four positions of "Legal Office Assistant".
Under "Legal Division", delete 34 positions of "Assistant City Attorney III (A)(Y)", add 34 positions of "Assistant City Attorney V (A)(Y)", delete two positions of "Assistant City Attorney III (0.8 FTE)(Y)", and add 2 positions of "Assistant City Attorney V (0.8 FTE)(Y)".
Part 4. Section 1 of ordinance File Number 140624 relative to offices and positions in the City Service is hereby amended as follows (Effective Pay Period 25, 2014 - November 23, 2014):
Under "Department of Public Works-Water Works, Distribution Organization, Field Operations", delete 12 positions of "Water Distribution Chief Repair Worker", delete 36 positions of "Water Distribution Repair Worker II", add 12 positions of "Water Chief Repair Worker", and add 36 positions of "Water Repair Worker".
Part 5. Section 1 of ordinance File Number 140624 relative to offices and positions in the City Service is hereby amended as follows (Effective Pay Period 26, 2014 - December 7, 2014):
Under "Deferred Compensation Plan", delete one position of "Program Assistant II" and add one position of "Administrative Assistant IV".
Under "Department of Public Works - Administrative Services Division, Finance and Planning Section, add one position of "Business Services Specialist".
Part 6. Section 1 of ordinance File Number 140624 relative to offices and positions in the City Service is hereby amended as follows (Effective Pay Period 1, 2015 - December 21, 2014):
Under "Department of Administration, Budget and Management Division", add one position of "Community Analytics Coordinator" and add one position of "Community Analytics Researcher."
Under "Common Council - City Clerk", License Division, add one position of "License Coordinator (Y)".
Under "Department of Neighborhood Services, Court Division", add designation "(D)" to "Special Enforcement Inspector" with footnote "(D)" to read:
"(D) Up to 2 positions may be designated by Neighborhood Services Commissioner as a Lead Special Enforcement Inspector.".
Under "Office of the Commissioner", delete one position of "Administrative Assistant II" and add one position of "Administrative Assistant IV".
Under "Special Enforcement Division", add four positions of "Special Enforcement Inspector (X)".
Under "Police Department, Administration Services Decision Unit, Technical Communications Division", add ten positions of "Police Telecommunicator - Auxiliary".
Under "Assigned As Needed Within Decision Unit", add ten positions of "Community Service Officer".
Under "Department of Public Works - Operations Division, Forestry Section, Field Operations", add ten positions of "Urban Forestry Specialist".
Part 7. All ordinances or parts of ordinances contravening the provisions of this ordinance are hereby repealed.
Part 8. The provisions of Part 2 of this ordinance are deemed to be in force and effect from and after Pay Period 1, 2014 (December 22, 2013).
Part 9. The provisions of Part 3 of this ordinance are deemed to be in force and effect from and after Pay Period 22, 2014 (October 12, 2014).
Part 10. The provisions of Part 4 of this ordinance are deemed to be in force and effect from and after Pay Period 25, 2014 (November 23, 2014).
Part 11. The provisions of Part 5 of this ordinance are deemed to be in force and effect from and after Pay Period 26, 2014 (December 7, 2014).
Part 12. The provisions of Part 6 of this ordinance are deemed to be in force and effect from and after Pay Period 1, 2015 (December 21, 2014).
The provisions of all other parts of this ordinance are deemed to be in force and effect from and after the first day of the first pay period following passage and publication.
Part 13. This ordinance will take effect and be in force from and after its passage and publication.
