Title
Resolution approving an extension to the Law Enforcement Special Assignment Grant Agreement with the University of Wisconsin-Milwaukee.
 
Analysis
This resolution authorizes an extension to the Law Enforcement Special Assignment Grant Agreement between the City and the University of Wisconsin-Milwaukee.  That agreement was originally entered into on April 15, 2003 and further extended in the years 2004 through the Spring Semester of 2014. Pursuant to the 2003 Amendment to Law Enforcement Special Assignment Grant Agreement between the City and the University, the Common Council agreed that the 2003 agreement could be extended by mutual agreement in writing between UWM and the Chief conditioned upon UWM's agreement to provide additional grant funds to cover the cost of MPD officer services.  The term of the current agreement expired on May 18, 2014.  This extension will extend that agreement for the period August 28, 2014 through November 2, 2014 in the amount of $25,000.

Whereas, The City, acting through its Chief of Police, and the University of Wisconsin-Milwaukee entered into an April 15, 2003 Law Enforcement Special Assignment Grant Agreement authorized pursuant to Common Council File No. 021317 adopted April 3, 2003; and
 
Whereas, The term of that agreement expired on May 15, 2003; and
 
Whereas, The parties entered into extensions to that agreement extending the term to May 18, 2014; and
 
Whereas, The parties desire to further extend the term of that agreement for the period August 28, 2014 through November 2, 2014; now, therefore, be it
 
Resolved, By the Common Council of the City of Milwaukee that the extension to the Law Enforcement Special Assignment Grant Agreement with the University of Wisconsin-Milwaukee attached to this file be and hereby is approved and that the Chief of Police is authorized to execute the agreement on behalf of the City of Milwaukee; and be it
 
Further Resolved, That the City Comptroller is authorized to:
 
1.  Commit funds within the Project/Grant Parent of the 2014 Special Revenue-Grant and Aid Projects, the following amount for the program titled "UWM Grant #2":

2.  Create the necessary Grant and Aid Project/Grant and Project/Grant levels; budget against these Project/Grant values the amount required under the grant agreement;

Further Resolved, That these funds are budgeted for the Milwaukee Police Department which is authorized to:
  1. Expend from the amount budgeted for specified purposes as indicated in the grant budget and incur costs consistent with the award date;
  2. Transfer funds within the project budget as long as the amount expended for each specific purpose does not exceed the amount authorized by the budget by 10 percent.
