Title
A substitute ordinance to further amend the 2008 offices and positions in the City Service under control of the Common Council.

This substitute ordinance makes positions changes to the following departments:

Body
The Mayor and Common Council of the City of Milwaukee do ordain as follows:
Part 1. Section 1 of ordinance File Number 070605 relative to offices and positions in the City Service is hereby amended as follows:
Under “Comptroller, General Accounting Division”, delete one position of “Accounting Program Assistant 1” and add one position of “Accounting Program Assistant III.”
Under “Health Department”, delete one position of “Office Supervisor II” and one position “Program Assistant II” and add one position of “Community Health Services Officer (X) (Y)” and one position of “Administrative Assistant IV”; under “Communications & Public Relations”, delete one “Community Health Services Officer (X) (Y)”, under “Office of Violence Prevention”, delete one position of “Health Project Coordinator (CCR) (X) (Y)” and one position of “Program Manager-Office of Violence Prevention (X) (UUU)” and add one position of “Mayor’s Against Illegal Guns Regional Coordinator (X) (Y) (UUU)” and one position of “Health Project Coordinator-Violence Prevention (X) (Y)”; under Buildings and Grounds Division”, delete one position of “Custodial Worker II/City Laborer”; delete the title “Vital Statistics Division”, and one position of “Vital Statistics Supervisor (X) (Y), one position of “Office Assistant IV” and one position of “Office Assistant III.”
Under “Health Department, Family and Community Health Services”, add “Division” to title of “Family and Community Health Services” and delete one position of “Family and Community Health Operations Manager”, and add one position of “Family and Community Health Operations Manager (X) (Y)”, one position of “Office Assistant III” and one position of “Employee Assistance Coordinator (X) (Y)”; add the title “Maternal & Child Health Epidemiology Section” and add one position of “Epidemiologist (X) (Y)”, one position of “Vital Statistics Supervisor (X) (Y)”, one position of “Office Assistant IV” and one position of “Office Assistant III”; add the title “Milwaukee Fetal Infant Mortality Review Grant (M)” and add one position of “Health Project Assistant (X) (M)” and one position of “Office Assistant II (M)”; under “Maternal and Child Health Division”, delete one position of “MCH Operations Manager”; under “Ecocultural Family Interview Assessment Grant (D)” and delete one position of “Office Assistant III (D)”; under “Southside/Northwest Health Center”, delete one position of “Office Assistant III”; under “Comprehensive Home Visiting Grant (E)”, delete one position of “Office Assistant II (E)” and add one position of “Office Assistant II (E) (D)”; delete the title “Childcare Provider Assistance Program (QQ)” and one position of “Public Health Nurse (X) (QQ) (G)”; under “Women’s Infant’s and Children’s Nutrition Program Grant (C)”, delete one position of “Dietetic Technician (.8 FTE) (X) (C)” and one position of “Clinic Assistant (X) (C)” and add one position of “Dietetic Technician (X) (C)” and one position of “Office Assistant II (C).”
Under “Health Department, Healthy Behaviors and Healthcare Access” delete the title “Healthy Behaviors and Healthcare Access” and one position of “Employee Assistance Coordinator (X) (Y)”; under “Adolescent Community Health Grant (J)”, delete one position of “Public Health Nurse (0.8 FTE) (X) (G) (J)” and add one position of “Public Health Nurse (X) (G) (J).”
Under “Health Department, Laboratory & Epidemiology Services”, delete the tile “Laboratory & Epidemiology Services” and one position of “Public Health Laboratories Director (Y)”, delete the title “Epidemiology Section” and one position of “Epidemiologist (X) (Y)”, delete the title “Milwaukee Fetal Infant Mortality Review Grant (M)” and one position of “Health Project Assistant (X) (M)” and one position of “Office Assistant II (M) (0.5 FTE).”
Under “Health Department, Disease Control and Prevention Division”, delete the title “Disease Control and Prevention Division” and replace it with the title “Disease Control and Environmental Health Division”; under “Childhood Lead Detection Program (Z)”, delete one position of “Office Assistant II (Z)”, one position of “Lead Hazard Prevention Manager (X) (Z)” and one position of “Health Services Assistant (X) (Z)” and add one position of “Health Services Assistant II (X) (Z)” and one position of “Public Health Nurse (X) (G) (Z)”; under “Lead Poisoning Control Program”, delete one position of “Office Assistant III (TT)” and two position of “Lead Risk Assessor II (TT) (X)”; under “CDGB Lead Grant (TT)”, delete one position of “Health Services Assistant (TT)” and add two positions of “Lead Risk Assessor II (TT) (X)”, one position of “Health Services Assistant II (X) (TT)”, one position of “Office Assistant III (TT)” and one position of “Office Assistant II (TT)”; under “Lead Hazard Reduction Demonstration Grant - Round 13A (OO)”, delete one position of “Program Assistant II (X) (OO)” and one position of “Health Education Assistant (X) (OO)” and add one position of “Program Assistant II (OO)” and one position of “Lead Education Assistant (X) (OO)”; under “Consumer Environmental Health”, delete one position of “Consumer Environmental Health Manager (X) (Y)”; under “Bioterrorism-CDC Public Health Preparedness Grant (A)”, delete one position of “Infectious Disease Epidemiologist (X) (A)” and one position of “Telecommunications Analyst-Associate (A)” and add one position “Infectious Disease Epidemiologist (X) (Y) (A)”, one position of “Telecommunications Analyst-Associate (X) (Y) (A)”; under “Bioterrorism Grant - Focus CRI/Pandemic Influenza (P)”, delete the title “Bioterrorism Grant - Focus CRI/Pandemic Influenza (P)” and add the title “Bioterrorism Grant - Focus CRI (P)”; under “Sexually Transmitted Disease Clinic”, delete one position of “Program Assistant II (II)” and add one position of “Program Assistant II (X) (II)”; under “Immunization Action Plan Grant (DD)”, delete one position of “Health Project Coordinator-Immunizations (X) (DD) (Y) (A) (CC)” and add one position of “Health Project Coordinator-Immunizations (X) (DD) (Y) (A) (EE)” and add footnote “(EE)” to read as follows: “To expire 02/28/09 unless the Community Health Improvement in Metcalfe Park and Concordia (CHIMC): Save Lives-Immunize Grant from the Medical College of Wisconsin (MCW) is extended. Partially funds Health Project Coordinator-Immunizations position.”
Under “Health Department, Laboratory Services Division”, add one position of “Public Health Laboratories Director (Y)” and delete the tile “Bioterrorism Focus C (Q)” and one position of “Microbiologist III (Q).”
Under “Health Department”, delete footnotes “(B”), “(NN)”, “(QQ)”, “(SS)”, “(GGG)” and “(III)” in their entirety and amend footnote “(BB)” to read as follows: “To expire 9/30/09 unless the Refugee Health Screening Grant is extended. Partially funds Health Interpreter Aide position”, amend footnote “(FF)” to read as follows: “Positions are funded partially or in whole by the CDBG-Targeted Prenatal Services Grant. Grant expires 12/31/08 unless funding is extended”, amend footnote “(II)” to read as follows: “Positions are funded partially or in whole by the CDBG-Communicable Disease Reduction Grant. Grant expires 12/31/08 unless funding is extended”, amend footnote “(TT)” to read as follows: “To expire 12/31/08 unless the CDGB Lead Grant is extended” and amend footnote “(KKK)” to read as follows: “To Expire 12/31/08 unless the West Nile Virus Grant is extended.”
Under “Police Department, Operations Decision Unit”, amend footnote (F) to read as follows: Truancy Abatement Grant: Six positions to expire 6/30/2009 unless grant funding from the Milwaukee Public Schools continues.
Under “Department of Public Works, Operations Division, Sanitation Section”, delete one position of “Recycling Program Assistant (B)” and add one position of “Recycling Assistant (B).”
Part 2. All ordinances or parts of ordinances contravening the provisions of this ordinance are hereby repealed.
Part 3. The provisions of this ordinance are deemed to be in force and effect from and after the first day of the first pay period following passage and publication.
Part 4. This ordinance will take effect and be in force from and after its passage and publication.
