Title
Substitute resolution relating to the use and allocation of Community Development Block Grant funds awarded to the Milwaukee Promise.
Analysis
This resolution approves the allocation of Community Development Block Grant funds for the Milwaukee Promise as follows:
 
1.      $50,000 to Milwaukee Area Workforce Investment Board for the Employment Readiness initiative.
 
2.      $100,000 to Milwaukee Area Workforce Investment Board for the Youth Employment and Engagement initiative.
 
3.      $75,000 to Black Health Coalition for the Trauma-Informed Care Assistance and Referral initiative.
 
4.      $30,000 to the Housing Authority of the City of Milwaukee for the Milwaukee Fatherhood Initiative Micro Summits initiative.
 
5.      $2,500 to Urban Strategies, Inc. for the Youth Police Listening Circles Initiative.
 
     This resolution also allocates $10,000 to Lead2Change for the Learn, Earn and Achieve with Police program and $32,500 of the $42,500 remaining balance to Word of Hope Ministries for the Milwaukee Job Training and Placement program
 
Body
Whereas, The Milwaukee Promise Zones Report attached to this file demonstrates the need to address issues of poverty, education, health care and workforce development in impoverished areas of the city; and
 
Whereas, Examination of 2012 U.S. Census Bureau data finds that, for the Promise Zones identified in the Milwaukee Promise Zone Report:
 
1.      Fewer than 62% of 18- and 19-year-olds are enrolled in school, compared to 76.9% citywide and 77.1% statewide.
 
2.      Fewer than 11% of residents age 25 and over have attained a bachelor's degree or higher, compared to 21.7% citywide and 26.4% statewide.
 
3.      Over 45% of households make less than $25,000 annually, compared to 36% citywide and 22% statewide.
 
4.      The median household income is less than $26,000, compared to nearly $36,000 citywide and over $52,000 statewide.
 
5.      In some Promise Zone areas, more than 56% of the total population and more than 71% of children live in poverty.
 
; and
 
Whereas, The 2015 Adopted Budget provides $570,000 in funding for activities relating to the Milwaukee Promise Zone initiative, including:
 
1.      $250,000 for a new Crisis Response for Trauma-Informed Case Counseling SPA.
 
2.      Funding, FTE and position authority in DOA-BMD for one Community Analytics Coordinator ($70,000) and one Community analytics Research ($50,000) position.
 
3.      $150,000 for a new Summer Jobs for Adults initiative.
 
4.      $50,000 for a new Vacant Lots Challenge Grand SPA.
 
; and
 
Whereas, The amount of Community Development Block Grant funds available for the Milwaukee Promise is $300,000, as approved by Resolution File Number 130773 on October 15, 2013; and
 
Whereas, The Black Male Achievement Advisory Council recommends funding in the amount of $257,500 for the Milwaukee Promise, as provided in Exhibit A of this file; and
 
Whereas, The funding of the Milwaukee Promise provides an opportunity for effective and productive collaboration among agencies of City government and the development of place-based and data-driven approaches to community revitalization; and
 
Whereas, The Common Council desires to support and encourage the development of comprehensive, place-based and data-driven initiatives to transform neighborhoods struggling with issues such as poverty, poor health, low educational achievement and high crime; now, therefore, be it
 
Resolved, By the Common Council of the City of Milwaukee, that the Common Council approves the allocation of funds for the Milwaukee Promise, as set forth in Exhibit A of this file; and, be it
 
Further Resolved, That the Community Development Grants Administration shall award a subrecipient contract for these approved activities; and, be it
 
Further Resolved, That the subrecipient organizations shall submit budget and activity reports in amounts and according to any conditions approved by the Common Council and in accordance with File Number 74-92-5v, to the Community Development Grants Administration and the City Comptroller for review and approval; and, be it
 
Further Resolved, That payments for CDBG cost incurred shall be paid in accordance with approved CDBG reimbursement policy based on the approval by the Community Development Grants Administration and the City Comptroller; and, be it
 
Further Resolved, That except as modified by this resolution, the guidelines for handling the Community Development Block Grant Program set forth in Common council File Number 74-92-5v are fully applicable to the Community Development Entitlement Funding Program.
