Analysis
This ordinance revises the composition of the black male achievement advisory council.  The membership of the advisory council increases from 12 members to 16 members.  The new advisory council members are the city treasurer, a representative of the Milwaukee county board of supervisors, a representative of the Milwaukee board of school directors, and 2 members representing the philanthropic community.  The city residency requirement shall not apply to members of the black male achievement advisory council.
This ordinance also expands the purpose of the black male achievement advisory council to include making recommendations relating to the My Brother's Keeper presidential initiative.  The My Brother's Keeper initiative is an interagency effort to measurably improve the expected educational and life outcomes for and address the persistent opportunity gaps faced by boys and young men of color. The My Brother's Keeper initiative encourages communities to implement a coherent cradle-to-college-and-career strategy for improving the life outcomes of all young people to ensure that they can reach their full potential, regardless of who they are, where they come from, or the circumstances into which they are born.
Body
The Mayor and Common Council of the City of Milwaukee do ordain as follows:
 
Part 1.  Section 320-29-2-c of the code is created to read:
 
320-29. Black Male Achievement Advisory Council.
 
2. PURPOSE.
 
c. The black male achievement advisory council shall also make recommendations related to the My Brother's Keeper presidential initiative. This initiative is an interagency effort to measurably improve the expected educational and life outcomes for and address the persistent opportunity gaps faced by boys and young men of color.  The My Brother's Keeper initiative encourages communities to implement a coherent cradle-to-college-and-career strategy for improving the life outcomes of all young people to ensure that they can reach their full potential, regardless of who they are, where they come from, or the circumstances into which they are born.
      
Part 2.  Section 320-29-3 of the code is repealed and recreated to read:
 
3. COMPOSITION. a. The advisory council shall be composed of the following 16 members, each of whom shall be subject to confirmation by the common council:
 
a-1. The chair of the judiciary and legislation committee.
 
a-2. The city treasurer, or his or her designee.
 
a-3. The commissioner of health, or his or her designee.
 
a-4. The U.S. attorney of the U.S. department of justice, U.S. attorney's office, Eastern District of Wisconsin, or his or her designee.
 
a-5. A representative of the Milwaukee county board of supervisors, appointed by the chair of the judiciary and legislation committee.
 
a-6. A representative of the Milwaukee board of school directors, appointed by the chair of the judiciary and legislation committee.
 
a-7. A representative of a faith-based organization, appointed by the chair of the judiciary and legislation committee.
 
a-8. A representative of the business community, appointed by the mayor.
 
a-9. 2 representatives of the philanthropic community, one of whom shall be appointed by the mayor and one shall be appointed by the chair of the judiciary and legislation committee.
 
a-10. 6 other persons, 4 of whom shall be appointed by the mayor, and 2 shall be appointed by the chair of the judiciary and legislation committee.
 
b. The city residency requirements of s. 320-3 shall not apply to any member of the black male achievement advisory council.
