Title
Resolution urging the Milwaukee Area Domestic Animal Control Commission to undertake certain policy initiatives to ensure public confidence in the organization.
Analysis
This resolution urges the Milwaukee Area Domestic Animal Control Commission to undertake the following policy initiatives to ensure public confidence in the organization:

1. Create a Citizens’ Participation Committee to advise MADACC on all matters relating to animal control in Milwaukee County.
2. Adopt a policy of using euthanasia only in cases of hopelessly ill or dangerously aggressive animals.
3. Annually publish measurable, verifiable goals showing a minimum of 10% improvement in both cat and dog euthanasia until a 90% save rate for both cats and dogs has been achieved.
4. Publish a report by May, 2015, listing the recommendations contained in the University of California-Davis report entitled “Milwaukee Area Domestic Animal Control Commission,” dated July 29, 2011, that have been implemented or not implemented by MADACC.

Whereas, In 1997, all 19 municipalities in Milwaukee County entered into an intergovernmental agreement for participation in the Milwaukee Area Domestic Animal Control Commission (MADACC) for the provision of animal control services; and

Whereas, The Common Council adopted Resolution File Number 090395 on September 22, 2009, approving an updated “Domestic Animal Control Services Agreement”; and

Whereas, MADACC is governed by a Board of Directors composed of the mayors or village presidents of the participating municipalities; and

Whereas, Each municipality pays an annual contribution to finance MADACC’s operations; and

Whereas, In July, 2011, as commissioned by the Friends of the Milwaukee Area Domestic Animal Control Commission, the University of California-Davis conducted a study of MADACC that offered significant criticism of MADACC’s animal shelter operations; and
