Analysis
This resolution authorizes the Department of Public Works, Infrastructure Services Division to apply, accept and fund a Milwaukee Metropolitan Sewerage District Green Solutions for Separate Infrastructure and Sewer Separation Funding Program grant up to a maximum reimbursement amount of $99,000. The purpose of the grant is to install bioswales to help reduce the volume of and treat stormwater runoff. Two bioswales will be installed at the Highland Community School at 1706 West Highland Avenue and one bioswale will be installed on the south side of West Juneau Avenue west of North 17th Street, in the 4th Aldermanic District.
 
Body
Whereas, Milwaukee Metropolitan Sewerage District (MMSD) is responsible for collecting and treating wastewater from local sewerage systems; and
 
Whereas, During wet weather events, stormwater enters local sewerage systems, increasing the volume of wastewater that MMSD must convey and treat; and
 
Whereas, Also during wet weather events, stormwater runoff directly enters surface waters and increases pollution levels in those waterways and raises the risk of flooding; and
 
Whereas, Green infrastructure facilities, such as bioswales, help reduce the volume of stormwater in the sewerage system and the amount of pollutants discharged into surface waters; and
 
Whereas, MMSD desires to promote the installation of green infrastructure facilities; and
 
Whereas, The City desires to apply for a GSSISS funding from MMSD to help pay for the installation of bioswales at Highland Community School and on West Juneau Avenue; and
 
Whereas, The total cost of the project is estimated at $114,000, of which $99,000 would be provided by Green Solutions for Separate Infrastructure and Sewer Separation (GSSISS) and $15,000 would be provided by the City; and
 
Whereas, Department of Public Works has committed funds for the entire cost of the project (SM493130110) per common council file Number 140705; now, therefore, be it
 
Resolved, By the Common Council of the City of Milwaukee, that the Commissioner of Public Works is hereby authorized to apply, accept and execute such a grant without further Common Council approval unless the terms of the grant change as indicated in Common Council file 030712 (Grant Ordinance); and, be it
 
Further Resolved, That upon approval of this Agreement, the City Comptroller is hereby authorized to create within the Capital Grant and Aid Projects Fund the appropriate Project/Grant Chartfield Value for this project; and transfer to these accounts the amount required under the agreement and City accounting policy, but not to exceed a ten percent increase of the total amounts reserved for the grantor's share and local share or $5,000, whichever is greater as follows:

Further Resolved, That these funds are appropriated to the Department of Public Works, which is authorized to expend from the amount budgeted for specific purposes as indicated in the grant budgets and incur costs consistent with the award date; and, be it
 
Further Resolved, That the Commissioner of Public Works is authorized to accept and execute the GSSISS funding Agreement between the City and the MMSD, a copy of which is attached hereto; and, be it
 
Further Resolved, That the Commissioner of Public Works shall have the authority to authorize transfers within the project budget so long as the amount expended for any purpose shall not exceed the amount authorized by the budget by 10% and such transfers are in accordance with grantor regulations; and, be it
 
Further Resolved, That the Commissioner of Public Works on behalf of the City of Milwaukee be authorized to enter into subcontracts (and leases) as detailed in the project budget and in accordance with City purchasing procedures and grant and aid guidelines for awarding such contracts.
