Title
A substitute ordinance to further amend the 2014 offices and positions in the City Service.
Analysis
This substitute ordinance changes positions in the following departments:
Department of Administration, Health Department, Department of Neighborhood Services, Department of Public Works
Body
The Mayor and Common Council of the City of Milwaukee do ordain as follows:
Part 1. Section 1 of ordinance File Number 130420 relative to offices and positions in the City Service is hereby amended as follows:
Under "Department of Administration, Community Development Grants Administration Division", add one "Grant Monitor (B)(X)(Y)" position and add footnote "(B)" to read as follows:
"(B) To terminate upon expiration of the SAMHSA-Milwaukee Continuum Supportive Services Project unless grant agreement is renewed.".
Under "Health Department, Family and Community Health Services Division, Empowering Families of Milwaukee Program", delete four positions of "Public Health Nurse (X)(G)(E)", add four positions of "Public Health Nurse (X)(G)(E)(EEE)", and amend footnote "(EEE)" to read as follows:
"To expire 09/30/2015 unless the Empowering Families Milwaukee Grant from the United Way of Greater Milwaukee is extended.".
Part 2. Section 1 of ordinance File Number 130420 relative to offices and positions in the City Service is hereby amended as follows: (Effective Pay Period 1, 2014 - December 22, 2013):
Under "Department of Public Works - Water Works, Business Organization, Administration", add one position of "Water Systems and Project Manager".
Under "Meter Services", delete seven positions of "Water Meter Reading Specialist" and add seven positions of "Water Meter Investigator".
Under "Engineering Organization, Engineering Design", delete one position of "Civil Engineer IV (X)" and add one position of "Management Civil Engineer-Sr. (X)(Y)".
Under "Distribution Organization, Field Operations", delete one position of "Water Distribution Systems Manager (X)" and delete the headings "Plants - North Organization and "Plants - South Organization" and replace with the following:

(A) For assignment as relief to 24-Hour Duty Stations at both Linnwood and Howard Avenue Purification Plants to minimize the need for double shifting.
(X) Private automobile allowance may be paid pursuant to Section 350-183 of the Milwaukee Code.
(Y) Required to file a statement of economic interests in accordance with the Milwaukee Code of Ordinances Chapter 303-Code of Ethics."
Part 3. Section 1 of ordinance File Number 130420 relative to offices and positions in the City Service is hereby amended as follows: (Effective Pay Period 9, 2014 - April 13, 2014):
Under the "Department of Neighborhood Services, Commercial Inspection Division, Commercial Inspection Section", delete two positions of "Building Codes Enforcement Supervisor (X)" and add two positions of "District Code Enforcement Supervisor (X)".
Under "Residential Inspection Division, Code Enforcement Section", delete five positions of "Building Codes Enforcement Supervisor (X)" and add five positions of "District Code Enforcement Supervisor (X)".
Under "Environmental Health Section", delete one position of "Environmental Code Enforcement Supervisor (X)(Y)"and add one position of "District Code Enforcement Supervisor (X)(Y)".
Under "Targeted Enforcement (A)", delete one position of "Building Codes Enforcement Supervisor (A)(X)" and add one position of "District Code Enforcement Supervisor (A)(X)".
Part 4. All ordinances or parts of ordinances contravening the provisions of this ordinance are hereby repealed.
Part 5. The provisions of Part 2 of this ordinance are deemed to be in force and effect from and after Pay Period 1, 2014 (December 22, 2013).
Part 6. The provisions of Part 3 of this ordinance are deemed to be in force and effect from and after Pay Period 9, 2014 (April 13, 2014).
The provisions of all other parts of this ordinance are deemed to be in force and effect from and after the first day of the first pay period following passage and publication.
Part 7. This ordinance will take effect and be in force from and after its passage and publication.
