Title
Substitute resolution relative to the transfer of funding from Community First, Inc. 2013 HOME reprogramming award to Institutional Housing Inc.
Analysis
This resolution authorizes the transfer of Community First, Inc. 2013 HOME reprogramming award in the amount of $300,000 to Institutional Housing, Inc.
Body
Whereas, The Common Council of the City of Milwaukee has previously approved the HOME award of $300,000 to Community First, Inc. for the Housing Production; and
 
Whereas, The Community First, Inc. has notified the Community Development Grants Administration (CDGA) of their decision to no longer accept this funding on behalf of the projects listed below.  CDGA is recommending the funds be transferred to Institutional Housing, Inc. for HOME Housing Production award as follows:
 
Ingram Place Apartments           $ 18,751
Appleton Heights Townhomes   $136,000
Glendale Heights Townhomes   $145,249

Whereas, Institutional Housing, Inc. states that this distribution will allow for the development of 89 affordable units as compared to the initial development of 53 affordable units.  These projects will provide 18 units that will service individuals that are "at-risk of homelessness"; now therefore, be it
 
Resolved, By the Common Council of the City of Milwaukee that the Community Development Grants Administration is authorized to distribute the HOME Housing Production activity funding as stated above; and, be it
 
Further Resolved, That Institutional Housing, Inc. shall submit budget and activity reports in amounts and according to any conditions approved by the Common Council and in accordance with File Number 74-92-5v, to the Community Development Grants Administration and the City Comptroller for review and approval; and, be it
 
Further Resolved, That payments for HOME cost incurred shall be paid in accordance with approved HOME reimbursement policy based on the approval by the Community Development Grants Administration and the City Comptroller; and, be it
 
Further Resolved, That except as modified by this resolution, the guidelines for handling the Community Development Block Grant Program set forth in Common Council File Number 74-92-5v are fully applicable to the Community Development Entitlement Funding Program.
