Analysis
This resolution authorizes the Commissioner of Public Works to execute a project agreement with the Wisconsin Department of Transportation for the programming and construction of a connecting highway project with Federal and State Aid.  This project is included in the Wisconsin Department of Transportation's current Connecting Highway program for improvement.  The City is responsible for 25 percent of the preliminary engineering costs on the project in accordance with the Wisconsin Department of Transportation's policy.  City cost for the construction of the project is dependent upon parking allowed.  The estimated total cost of this project is $2,026,000, of which the City's share is $139,000 and the grantor's share is $1,887,000.  The total estimated preliminary engineering cost for this project is $176,000, of which the City's share is $44,000.  This resolution also directs the City Comptroller to transfer funds for preliminary engineering for this project.

Whereas, Preliminary approval has been received from the Wisconsin Department of Transportation along with agreements to be executed by the City of Milwaukee for the programming and construction or rehabilitation of the following connecting highway project with Federal and State Aid:

Whereas, The improvement scheduled for this connecting highway is included on the current Wisconsin Department of Transportation's Connecting Highway Program; and
 
Whereas, It is the intent to appropriate preliminary engineering funds at this time for the project which will be under construction in 2017; and
 
Whereas, Construction funds for the project will be included in a separate resolution; now, therefore, be it
 
Resolved, By the Common Council of the City of Milwaukee, that the Commissioner of Public Works is hereby authorized to execute agreement for the programming and construction or rehabilitation of the aforementioned State-Let Highway Project with Federal and State Aid, copies of which are attached to Common Council Resolution File Number 140664, and are incorporated in this resolution by reference as though set forth in full; and, be it
 
Further Resolved, That the Commissioner of Public Works is hereby authorized to undertake or engage a consultant to undertake preliminary engineering for the improvement of the aforementioned project and to reimburse the Wisconsin Department of Transportation for preliminary engineering costs they incur for the improvement; and, be it
 
Further Resolved, That the Commissioner of Public Works is hereby authorized to install the permanent street lighting and traffic control facilities necessary in conjunction with the aforementioned project, following the execution of the traffic control and street lighting agreement, the cost of which will be included in future resolutions; and, be it
 
Further Resolved, That the City Comptroller is hereby authorized to create within the Capital Improvement Fund, Grant and Aid Projects, the necessary Project Grant Chartfield Values for preliminary engineering for the project (Expenditures) and transfer to any of these accounts the amount required under the grant agreement and City Accounting Policy but not to exceed a 10 percent increase of the total amounts reserved for the grantor's share and local share or $5,000, whichever is greater, as follows:
