Title
Substitute resolution relating to parking structure management contracts.

Analysis
This resolution mandates all City-owned parking structures operated under management contract be staffed by at least one human operator whenever the structure is in operation. These human operators shall be covered by the City’s Service Contract Wage Requirements ordinance making the minimum wage of $10.10 per hour until March 1, 2015, when it will be pegged to the federal poverty index.

The resolution further directs the Parking Fund to extend its current parking structure management contract, which expires on November 30, 2014, if that contract can be reasonably modified without extra cost to staff each parking structure with at least one human operator whenever the structure is in operation. Failing such an extension, the Parking Fund is directed to initiate a new request-for-proposals process to let a new parking structure management contract.

Whereas, Having a human operator on-site at City-owned parking structures whenever the parking structures are in operation will improve public safety, and add significantly to customer satisfaction by serving as a resource to solve problems arising from automated equipment malfunctions or other difficulties; and
