Title
Substitute resolution authorizing the Department of Administration-Office of Environmental Sustainability to accept and expend a sub-recipient grant from the Midwest Renewable Energy Association funded by the U.S. Department of Energy SunShot Initiative Rooftop Solar Challenge II Grant.
Analysis
This resolution authorizes the Department of Administration-Office of Environmental Sustainability to accept and expend a $96,200 Rooftop Solar Challenge II Grant awarded by the Midwest Renewable Energy Association as part of a $111,200 U.S. Department of Energy Rooftop Solar Challenge II Grant project to promote and facilitate the use of solar power throughout the community.
 
The Rooftop Solar Challenge II Grant of $96,200 will be matched by $15,000 from the City to fully fund this $111,200 project. City departments will provide $15,000 worth of time in advice, consultative, and training services as the City's in-kind match for this grant from funds already budgeted for City services, so that no additional cost will be incurred by the City for this project.
 
The City is a sub-recipient of these grant funds. The parent grant is a $1 million Midwest Solar Partnership grant administered by the Midwest Renewable Energy Association, and funded through the U.S. Department of Energy SunShot Initiative Rooftop Solar Challenge II Grant program.
 
The grant will provide 0.5 authorized position (Environmental Sustainability Program Coordinator) for the 18-month grant project period in the Department of Administration-Office of Environmental Sustainability.
Body
 
Whereas, The Common Council, through adoption of Common Council File Numbers 111197, 090356, 091269 and 080121, has expressed its commitment to promoting the use of solar energy in the city; and
 
Whereas, The Department of Administration-Office of Environmental Sustainability has developed the Rooftop Solar Challenge II Grant project to increase customer satisfaction with solar permitting and interconnection processes, develop creative financing options for city residents and businesses to install solar energy systems, and to create model permitting procedures, and building and zoning regulations for other Wisconsin communities; and
 
Whereas, The City of Milwaukee has been awarded a SunShot Initiative Rooftop Solar Challenge II Grant from the U.S. Department of Energy, as a sub-recipient through the Midwest Renewable Energy Association; and
 
Whereas, The total City cost of the SunShot Initiative Rooftop Solar Challenge II Grant project is projected to be $111,200, which the Department of Administration-Office of Environmental Sustainability proposes to fund through the Rooftop Solar Challenge II Grant award of $96,200 (87% of total costs) and a $15,000 (13% of total costs) City match; and
 
Whereas, The Rooftop Solar Challenge II Grant will fund the Rooftop Solar Challenge II Grant project for a grant period of August 1, 2014 through December 31, 2015; and
 
Whereas, The Department of Administration-Office of Environmental Sustainability proposes the City's $15,000 match will be an in-kind contribution in the form of services rendered by various City departments during the course of the Rooftop Solar Challenge II Grant project and already included in the City's 2014 adopted budget, meaning that the matching funds will not be an additional cost to the City; and
 
Whereas, The Rooftop Solar Challenge II Grant project will facilitate the installation of solar-powered devices by Milwaukee residents and accelerate the community's transition to clean energy sources; now, therefore, be it
 
Resolved, By the Common Council of the City of Milwaukee, that the Department of Administration-Office of Environmental Sustainability is authorized to accept and expend a $96,200 sub-recipient grant from the Midwest Renewable Energy Association funded by the U.S. Department of Energy Rooftop Solar Challenge II Grant to promote and facilitate the use of solar power; and, be it
 
Further Resolved, That the Office of Environmental Sustainability is authorized to work with the City Attorney to draft and execute a cooperation agreement with the Midwest Renewable Energy Association to implement the objectives of this grant; and, be it
 
Further Resolved, That the City Comptroller is directed to:
 
1. Commit funds within the Project/Grant Parent of the 2012 Special Revenue - Grant and Aid Projects Fund, the following amount for the project titled Rooftop Solar Challenge II Grant:
