Title
Resolution relating to the repaving of North 92nd Street between West Capitol Drive and West Hampton Avenue.
Analysis
This resolution directs the Department of Public Works to undertake and complete, prior to December 31, 2014, the repaving (asphalt grinding and resurfacing) of the northbound lanes of North 92nd Street between West Capitol Drive and West Hampton Avenue using funds available in the 2014 City Budget.

The resolution also directs the Commissioner of Public Works to negotiate with the City of Wauwatosa for the City of Wauwatosa to repave (asphalt grinding and resurfacing) the southbound lanes of this segment of North 92nd Street or to provide the necessary funding in its 2015 budget for reimbursing the City of Milwaukee to do this work.
...Body
Whereas, North 92nd Street is a major thoroughfare serving neighborhoods of the Northwest and West Sides of Milwaukee; and
Whereas, North 92nd Street between West Capitol Drive and West Hampton Avenue is in a deplorable state of advanced deterioration, characterized by rutting, alligator cracking, joint raveling, potholes and patching; and
Whereas, This street segment was last resurfaced in 1984; and
Whereas, North 92nd Street between West Capitol Drive and West Hampton Avenue has a Pavement Quality Index of 2.0 (on a scale of 1 to 10, with 1 being the worst); and
Whereas, The poor condition of North 92nd Street is detrimental to property values along the street and gives a bad impression of the neighborhood and the city to motorists using it; and
Whereas, This street has been scheduled for reconstruction for many years, with funding expected to come from the State of Wisconsin's Surface Transportation Program ("STP"); and
Whereas, Reconstruction of this stretch of North 92nd Street has been delayed for several years, leading to further deterioration of the pavement; and
Whereas, The reconstruction of North 92nd Street was not a funded project in the current STP cycle; and
Whereas, The City Engineer has determined that the condition of North 92nd Street can be temporarily improved by performing interim maintenance consisting of grinding the existing asphalt and resurfacing the existing concrete with chip-sealing or a new layer of asphalt; and
Whereas, The cost of performing this interim maintenance work is estimated to be $360,000; and
Whereas, Because the eastern/northbound lanes of this segment of North 92nd Street are under the City of Milwaukee's jurisdiction and the western/southbound lanes are under the City of Wauwatosa's jurisdiction, the City of Milwaukee's share of project costs would be $180,000; and
Whereas, The City of Wauwatosa has indicated that it does not have the budgeted funds necessary to pay for its share of this project; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the Department of Public Works is directed to undertake and complete, prior to December 31, 2014, the repaving (asphalt grinding and resurfacing) of the northbound lanes of North 92nd Street between West Capitol Drive and West Hampton Avenue using High Impact Street Program funds available in the 2014 City Budget; and, be it

Further Resolved, That the Commissioner of Public Works is directed to negotiate with the City of Wauwatosa for the City of Wauwatosa to repave (asphalt grinding and resurfacing) the southbound lanes of this segment of North 92nd Street or to provide the necessary funding in its 2015 budget for reimbursing the City of Milwaukee to do this work.
