Resolution authorizing a partnership with the Social Development Commission for work to be performed at City-owned residential properties.
Analysis
This resolution authorizes the Department of City Development to enter into agreements with the Social Development Commission to allow for lead abatement and/or weatherization work to be performed at certain eligible City-owned residential properties whereby SDC will pay the contractors performing this work directly. This partnership will leverage outside resources to allow for these improvements to be made to tenant-occupied City-owned properties.
Body
Whereas, In File No. 111511, the Common Council of the City of Milwaukee (“Common Council”) directed the Department of City Development (“DCD”) to create a plan for the conveyance of City-owned housing units to qualified existing tenants, including strategies to identify and prequalify interested tenants and provide services to tenants leading to successful, sustainable homeownership; and

Whereas, Pursuant to the conveyance plan developed by DCD, it develops scopes of work necessary to bring properties into code compliance prior to conveyance under lease-to-own agreements; and

Whereas, Pursuant to purchase and sale agreements executed by DCD and prospective homeowners, the scopes of work are divided into tenant and City of Milwaukee (“City”) responsibilities; and

Whereas, The Common Council has appropriated certain funds to DCD to complete the City’s responsibilities for such scopes of work; and

Whereas, The Social Development Commission (“SDC”) has an established track record of operating lead abatement and weatherization programs to improve the housing stock in the City and to benefit low-income homeowners and tenants; and

Whereas, SDC has proposed to partner with the City to complete certain lead abatement and/or weatherization work on eligible City-owned residential properties, ...
