Sean Brown, general legal counsel of Vision Security and Mr. Thomas, indicated that he was present and wished to address the Council. Ald. Bauman moved that the Common Council resolve itself into a Committee of the Whole for the purposes of hearing oral arguments on behalf of the complainant or the licenses in opposition to the report and recommendation and then a statement by the City Attorney. There were no objections. Atty. Sean Brown appeared before the Council and made oral arguments. Adam Stephens appeared before the Council and made statements. Ald. Bauman moved that the Committee of the Whole rise. There were no objections. The question was put: Are there any motions relative to these matters? Ald. Stamper moved to refer back to committee the renewal applications for Alarm Business and Alarm Sales licenses for Matthew Thomas, agent for Vision Security, LLC for “Vision Security”. Motion was withdrawn by Ald. Stamper. Pres. Murphy moved for Suspension of the Rules to allow Atty. Brown to appear and address the Council. There were no objections. Atty.
