Analysis
This resolution authorizes the Commissioner of Public Works and Comptroller to execute a State Municipal Agreement with the Wisconsin Department of Transportation for the installation of traffic signal improvements on North 60th Street and West Hampton Avenue at eleven intersections and to fund preliminary engineering for the project in various Aldermanic Districts with a total estimated cost of $1,401,058, with an estimated grantor share of $1,260,952, and an estimated City share of $140,106.  The total estimated preliminary engineering cost for the project is $260,590, with a grantor share of $234,531 and a City share of $26,059.  Approval of construction costs will be in a future resolution.  
Body
Whereas, Preliminary approval has been requested and received from Wisconsin Department of Transportation, along with a  State Municipal Agreement to be executed by the City of Milwaukee, for the programming and construction of a traffic signal improvement project under the 2016 Highway Safety Improvement Program; and
 
Whereas, The intersections on North 60th Street at West Bradley Road, West Port Avenue, West Green Tree Road, West Mill Road, West Florist Avenue, West Silver Spring Drive, West Custer Avenue, West Villard Avenue, and West Hampton Avenue and on West Hampton Avenue at North 51st Boulevard and North Sherman Boulevard have been identified for traffic signal improvements; and
 
Whereas, Preliminary approval has been requested and received from the Wisconsin Department of Transportation, along with a State Municipal Agreement to be executed by the City of Milwaukee, for the programming and construction of the project under the 2016 Highway Safety Improvement Program; and
Whereas, The Wisconsin Department of Transportation has submitted a State Municipal Agreement for execution by the City of Milwaukee for the design and construction of:
Project I.D. 2595-08-00, 2595-08-70, and 2595-08-90

and
Whereas, The State cannot proceed with any project cost overruns and changes in scope of more than 5% without prior Department of Public Works approval; and
Whereas, The Department of Public Works shall notify the Common Council of the City of Milwaukee at the next scheduled meeting of any such project cost overruns and changes in scope approved by the Department of Public Works; and
Whereas, The Common Council of the City of Milwaukee recognizes that the City may be 100% liable for any such project cost overruns and changes in scope as approved by the Department of Public Works; and
Whereas, The Common Council of the City of Milwaukee recognizes that the City may be liable for any costs incurred by the State should the City decide to withdraw from the project; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the Commissioner of Public Works and the Comptroller are authorized to execute a State Municipal Agreement for the programming, design, and construction of aforementioned project with Highway Safety Improvement Program funds, copies of which are attached to and incorporated in this resolution by reference as though set forth in full; and, be it
Further Resolved, That the proper City of Milwaukee official is hereby directed to undertake preliminary engineering for the above-mentioned project and to reimburse the Wisconsin Department of Transportation for preliminary engineering costs they incur for the improvements; and, be it
Further Resolved, That Department of Public Works shall request in a future resolution funding for the construction phases of the project; and, be it
Further Resolved, That the City Comptroller is hereby authorized to create within the Capital Improvement Fund, Grant and Aid Projects, the necessary Project Chartfield Values for preliminary engineering for this project; and transfer to these accounts the amount required under this grant agreement and City Accounting policy, but not to exceed a 10 percent increase of the total amounts reserved for the grantor's share and local share or $5,000, whichever is greater as follows:
