Substitute resolution authorizing the acceptance and expenditure of a grant of up to $30,000 from the Milwaukee Area Workforce Investment Board to fund a Building Analyst training and certification for the Me2 program.
 
Analysis
This resolution authorizes the Department of Administration-Office of Environmental Sustainability to accept and expend a grant of up to $30,000 from the Milwaukee Area Workforce Investment Board (MAWIB) to fund the training costs and exam fees for the Me2 Building Analyst Training and Certification.
A MAWIB grant of up to $30,000 will be used to pay for classroom and field instruction for up to 10 trainees. The program will provide Building Analyst (Energy Auditor) training for low-income Milwaukee residents and link successful participants with potential industry employment with Me2's base of Participating Contractors.  Training will be done according to Building Performance Institute (BPI) standards.  BPI certification is required for full-service contractors in the Me2 program and in the statewide Focus on Energy Home Performance with ENERGY STARĀ® program. The Me2 program helps homeowners in the city of Milwaukee finance energy-saving improvements with affordable loans, and Focus on Energy provides rebates to homeowners for completing qualified energy-saving improvements.  The training will be structured to provide classroom training and written exams by the firm CleanEdison.  Field instruction and field exams will be provided by the Wisconsin Energy Conservation Corporation.  Any additional costs associated with this training program, including a $300 training stipend for each worker who completes the program, will be provided by the Me2 grant from the U.S. Department of Energy.

Whereas, Building Performance Institute (BPI) certification is required for full- service contractors in the Me2 program and in the statewide Focus on Energy Home Performance with ENERGY STARĀ® program; and
 
Whereas, Training for the BPI certification has not been readily available for Milwaukee residents; and
 
Whereas, The Milwaukee Office of Environmental Sustainability is seeking to expand opportunities for local contractors to participate in the Me2 program; and
 
Whereas, The Milwaukee Area Workforce Investment Board strives to provide a strategic and coordinated demand-driven workforce development system that is connected to bolstering the economic strength of key industry sectors and economic clusters; and
 
Whereas, The energy-efficiency industry, known as the "Smart Energy Hub," is a key economic cluster as defined in the Refresh Milwaukee plan; and
 
Whereas, The City of Milwaukee appears to be eligible for grant funding from the Milwaukee Area Workforce Investment Board in the amount of $30,000; and
 
Whereas, The Department of Administration-Office of Environmental Sustainability will use this grant to fund the Me2 Building Analyst Training and Certification which will be done in accordance with BPI  standards; and
Whereas, The Me2 Building Analyst Training and Certification will train up to 10 people over 3 weeks; and
Whereas, This initiative will target low-income Milwaukee residents and link successful participants with potential industry employment with Me2's base of Participating Contractors; and
Whereas, The Milwaukee Area Workforce Investment Board will educate Me2 Participating Contractors about the On the Job Training Program to encourage placement of trainees; and
 
Whereas, The Department of Administration-Office of Environmental Sustainability intends to contract with the training company CleanEdison to provide classroom training and proctor written exams for the BPI certification; and
 
Whereas, The Department of Administration-Office of Environmental Sustainability intends to contract with the training company Wisconsin Energy Conservation Corporation to provide field training and proctor field exams for the BPI Certification; and
 
Whereas, The Department of Administration-Office of Environmental Sustainability intends to support the training with a $300 training stipend for workers who successfully complete the training from the existing Me2 grant from the U. S. Department of Energy; and
 
Whereas, The operation of this grant from 06/01/2014 to 08/31/2014 would cost $30,000 of which 100% would be provided by the grantor; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the Department of Administration-Office of Environmental Sustainability is authorized to accept and expend grant funding from the Milwaukee Area Workforce Investment Board in the amount of $30,000 without further approval, unless the terms of the grant change as indicated in Section 304-81 of the Milwaukee Code of Ordinances; and, be it
Further Resolved, That the City Comptroller is authorized to:
1.  Commit funds within the Project/Grant Parent of the 2014 Special Revenue Grant and Aid Projects fund the following amount for the project titled Building Analyst Training Grant:

Further Resolved, That these funds are budgeted through the Department of Administration-Office of Environmental Sustainability which is authorized to:
1 . Expend  from the amount budgeted for specified purposes as indicated in the grant budget and incur costs consistent with the award date;
2.  Transfer funds within the project budget as long as the amount expended for each specific purpose does not exceed the amount authorized by the budget by 10%;
3.  Enter into subcontracts and leases as detailed in the grant budget.
