Analysis
This resolution directs the Commissioner of Public Works to execute an amendment to an agreement with the Wisconsin Department of Transportation for the development, implementation and funding of traffic control and other safety measures necessary to mitigate traffic diversion on City streets due to construction activity on the Zoo Interchange Project in 2014. The traffic control and other safety measures apply to facilities for motor vehicles, pedestrians and bicycles. The increased cost of the amendment is $60,000 of which 100% is grantor funded.
Body
Whereas, The Wisconsin Department of Transportation (WisDOT) will continue Reconstructing the Zoo Interchange area between Lincoln Avenue on the south, west of Underwood Parkway on the west, Burleigh St. on the north and 70th Street on the east in  2014; and
 
Whereas, Construction activity on the Zoo Interchange is expected to result in the diversion of traffic on the local street system during this project due to lane and ramp closures on the freeway; and
 
Whereas, Unanticipated, additional traffic mitigation measures were required in 2013 and 2014 which expended all funds established in the original traffic mitigation agreement authorized in file 121220; and
 
Whereas, Preliminary approval has been received from the WisDOT, along with an Amendment to the  Project Agreement to be executed by the City of Milwaukee, to provide reimbursement of actual costs for necessary services and items provided by the city for local street vehicular, pedestrian, and bicycle traffic impact mitigation measures in conjunction with the Zoo Interchange Project construction; and
 
Whereas, The total estimated cost of remaining local street vehicular, pedestrian, and bicycle traffic mitigation measures in 2014 is $60,000 of which 100% is grantor funded; now, therefore, be it
 
Resolved, By the Common Council of the City of Milwaukee, that the Commissioner of Public Works is hereby directed to execute an Amendment to the Project Agreement to provide reimbursement of the actual costs for necessary services and items provided by the city for local street vehicular, pedestrian, and bicycle traffic mitigation measures in conjunction with the Zoo Interchange Project in 2014, copies of which are attached and incorporated in this resolution by reference as though set forth in full; and, be it
 
Further Resolved, That the City Engineer is hereby authorized to implement traffic control measures due to traffic diversion onto local streets from the Zoo Interchange Project in 2014; and, be it
 
Further Resolved, That the City Comptroller is hereby authorized to create within the Capital Improvement Fund, Grant and Aid Projects, the necessary Project/Grant Chartfield values for the project (Expenditure) and transfer to these accounts the amount required under the Project Agreement and City Accounting Policy, but not to exceed a 10 percent increase of the total amounts reserved for the grantor's share and local share or $5,000, whichever is greater, as follows:
