Analysis
Resolution relative to the cost participation and installation of a traffic responsive computer controlled signal system at various intersections under a Congestion Mitigation Air Quality project in the 8th, 11th, and 13th Aldermanic Districts at a total estimated cost of $747,040, with an estimated grantor share of $533,600, and an estimated City share of $213,440.  This resolution also authorizes the Comptroller to establish and transfer funds to the appropriate accounts for the project.  The total estimated cost of the entire project is $1,090,040, with a grantor share of $808,000, and a City share of $282,040.
Body
Whereas, A Project Agreement for the installation of a traffic responsive computer controlled signal system at various intersections under the 2015 Congestion Mitigation Air Quality program was approved by the Common Council under File Number 100527 and revised under Common Council File Number 121091; and
 
Whereas, The Congestion Mitigation Air Quality program is intended to reduce traffic congestion and vehicle emissions; and
 
Whereas, Twenty two intersections in the area roughly bounded by West Lincoln Avenue, South 27th Street, West Morgan Avenue, and South 43rd Street have been identified for inclusion in the project as shown in the attached map; and
 
Whereas, The traffic responsive computer controlled signal system will allow the signal timing to respond to actual changes in traffic conditions within the twenty two intersections; and
 
Whereas, The construction funds will be used to purchase and install new intersection controllers, master control software, vehicle detection equipment and fiber optic and radio communication equipment; and
 
Whereas, The total estimated cost of this project is $667,000 for the of installation of traffic signal improvements; and
 
Whereas, The total estimated cost for state review for the project is $80,040; and
 
Whereas, Twenty percent of the participating costs, or $213,440, is not reimbursable and is included in the Division's 2014 Capital Purpose Project Grant Number ST320140000; and
 
Whereas, Eighty percent of the participating project construction cost, or $469,568, is reimbursable from the Wisconsin Department of Transportation, and should be earmarked for this project in the 2014 Capital Grant and Aids Projects Fund Project Grant Number SP032140100; and
 
Whereas, Eighty percent of the state review costs, or $64,032, is non-reimbursable from the Wisconsin Department of Transportation; and
 
Whereas,  The State cannot proceed with any project cost overruns or changes in scope of more than 5% without prior Department of Public Works approval; and    
 
Whereas, The Department of Public Works shall notify the Common Council of the City of Milwaukee at the next scheduled meeting of any such project cost overruns or changes in scope approved by the Department of Public Works; and
 
Whereas, The Common Council of the City of Milwaukee recognizes that the City may be 100% liable for any such project cost overruns or changes in scope as approved by the Department of Public Works; and
 
Whereas, The Common Council of the City of Milwaukee recognizes that the City may be liable for any costs incurred by the State should the City decide to withdraw from the project; now, therefore, be it
 
Resolved, By the Common Council of the City of Milwaukee, that the Commissioner of Public Works and the Comptroller are authorized to enter into a funding agreement and are directed to execute the contract with the Wisconsin Department of Transportation for the installation of a traffic responsive computer controlled signal system at various intersections under a Congestion Mitigation Air Quality project with unit prices based on a predetermined estimate prepared under the Federal and State aided highway program, a copy of which is attached to this resolution, and is incorporated into this resolution as though set forth in full; and, be it
 
Further Resolved, That upon approval of this contract, the Commissioner of Public Works is directed to install traffic signal improvements at twenty two intersections in the area roughly bounded by West Lincoln Avenue, South 27th Street, West Morgan Avenue, and South 43rd Street; and, be it
 
Further Resolved, That upon approval of this contract, the City Comptroller is hereby authorized to create within the Capital Grant and Aid Projects Fund the appropriate Project Grant Chartfield Value for this project; and transfer to these accounts the amount required under the agreement and City accounting policy, but not to exceed a ten percent increase of the total amounts reserved for the grantor's share and local share or $5,000, whichever is greater as follows:
