Analysis
This resolution approves the selection of United HealthCare as a continuing provider of third-party administration services for the City's health benefits and directs the Department of Employee Relations to negotiate a contract with United Healthcare for provision of these services from January 1, 2015 through December 31, 2017.  The department shall report to the Common Council with a final contract to obtain authorization to execute the contract.
Body
 
Whereas, The current contract between the City and United HealthCare for administration of employee health benefits shall expire on December 31, 2014; and
 
Whereas, A contract for a third-party administrator of these benefits is necessary for the provision of these benefits commencing on January 1, 2015; and
 
Whereas, The Department of Employee Relations was directed in Common Council File Number 131397, adopted February 11, 2014, to initiate a joint request-for-proposal process for a third-party administrator for health benefits with the Milwaukee Public Schools, Milwaukee County and other interested local governmental bodies; and
Whereas, The City, by working jointly with Milwaukee Public Schools, Milwaukee County and the Milwaukee County Transit System, as part of the Milwaukee County Health Care Consortium (MCHCC), and the City's consultant, Willis of Wisconsin, believes that it has obtained the most favorable contract terms with United HealthCare; and
 
Whereas, Willis of Wisconsin has prepared a report that is attached to the file that supports the selection of United HealthCare and details the reasons for that selection; now, therefore, be it
 
Resolved, By the Common Council of the City of Milwaukee, the selection of United HealthCare as a continuing provider of third-party administration services for the City's health benefits is approved; and, be it
 
Further Resolved, That the Department of Employee Relations is directed to negotiate a contract with United HealthCare for provision of these services from January 1, 2015 through December 31, 2017; and, be it
 
Further Resolved, That the Department of Employee Relations shall report to the Common Council on the outcome of the negotiations with a final contract to obtain authorization to execute the contract.
