Title:
Resolution approving an amendment to the Intergovernmental Agreement between  Milwaukee County by the Department of Health and Human Services, Behavioral Health Division  and the Milwaukee Police Department.
 
Analysis:
This resolution approves an amendment to the Intergovernmental Agreement approved by Common Council File No. 130047 on 6/12/13 between the Milwaukee County Department of Health and Human Services (DHHS), Behavioral Health Division (BHD) and the City of Milwaukee, by the Milwaukee Police Department.  
 
This amendment extends the agreement for the period 1/1/14-12/31/14.
 
The Milwaukee Police Department will furnish the services of an identified police officer(s) that will become a part of the BHD Mobile Crisis Team. The agreement contains a provision that allows for additional officers to be added as part of the Mobile Crisis Team, if needed.   The role of the Mobile Crisis Team is to respond to behavioral health crises in the community.
 
Milwaukee County shall reimburse the City for salaries, fringe benefits, and overtime in an amount not to exceed $187,500 for the period 1/1/14 - 12/31/14. This Agreement may be terminated thirty (30) days following written notice by either party.
 
Body:
Whereas, The Milwaukee Police Department may enter into a renewal of an intergovernmental agreement with the Milwaukee County Department of Health and Human Services (DHHS), Behavioral Health Division (BHD); and
Whereas, The Milwaukee Police Department will furnish the services of an identified police officer(s) that will become a part of the BHD Mobile Crisis Team; and
Whereas, The operation of the amended agreement from 01/01/14 -12/31/14, would cost $187,500 of which 100% would be provided by the County; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the amendment to the Intergovernmental Agreement between the Milwaukee County  Department of Health and Human Services (DHHS), Behavioral Health Division (BHD) and the Milwaukee Police Department is approved unless the terms of the agreement change,  as indicated in Section 304-81 of the Code of Ordinances; and, be it
Further Resolved, That the proper City officials are authorized to execute the amendment to the Intergovernmental Cooperation Agreement with Milwaukee County, a copy of which is attached to this file; and, be it
Further Resolved, That the City Comptroller is authorized to:
  1. Commit funds within the Project/Grant Parent of the 2014 Special Revenue-Grant
and Aid Projects Fund, the following amount for the program titled "Mobile Crisis Team":

2.  Create the necessary Grant and Aid Project/Grant and Project/Grant levels; budget against these Project/Grant values the amounts required under the grant agreement;

Further Resolved, That these funds are budgeted for the Milwaukee Police Department which is authorized to:
  1. Expend from the amount budgeted for specified purposes as indicated in the grant budget and incur costs consistent with the award date.
  2. Transfer funds within the project budget as long as the amount expended for each specific purpose does not exceed the amount authorized by the budget by 10 percent.
