Substitute resolution determining it necessary to make various nonassessable public improvements at various locations and appropriating funds for these purposes with the City engineering cost estimated to be $252,000 for a total estimated cost of these projects being $1,955,000.
Analysis
This resolution authorizes engineering studies on projects which by City Charter are nonassessable. After design plans and estimates of costs have been prepared, a resolution authorizing construction will be submitted to the Common Council. The City cost for engineering these projects is estimated to be $252,000 with the total cost estimated to be $1,955,000.

Resolved, By the Common Council of the City of Milwaukee, that it is necessary and in the public interest to do the following described improvements according to City specifications:
1st Aldermanic District
W. Hampton Ave. - N. 18th St. to N. 23rd St. (WT410140012): Hydrant alteration. (Nonassessable Water Fund Budget Line 5010 -- $7,000; Nonassessable Water Fund Budget Line 6410 -- $8,000). The total estimated cost for this project including the requested amount is $120,000. This project is anticipated to be completed during the 2014 construction season.
3rd Aldermanic District
N. Cass St. - E. Brady St. to E. Pleasant St. (SM495140031): Relaying combined sewer. (Nonassessable Sewer Maintenance Relay Fund -- $15,000). The total estimated cost for this project including the requested amount is $199,000. This project is anticipated to be completed during the 2015 construction season.
4th Aldermanic District
N. 19th St. - 149 feet m/l south of W. Wisconsin Ave. to W. Clybourn St. (SM495140035): Relaying combined sewer. (Nonassessable Sewer Maintenance Relay Fund -- $15,000). The total estimated cost for this project including the requested amount is $153,000. This project is anticipated to be completed during the 2015 construction season.

N. 26th St. - W. Hadley St. to W. Chambers St. (SM495140034): Relaying combined sewer. (Nonassessable Sewer Maintenance Relay Fund -- $15,000). The total estimated cost for this project including the requested amount is $179,000. This project is anticipated to be completed during the 2015 construction season.

S. 34th St. - W. Arthur Ave. to W. Pabst Ave. (WT410140691): Relaying water main. (Nonassessable Water Fund Budget Line 5010 -- $10,000; Nonassessable Water Fund Budget Line 6410 -- $10,000). The total estimated cost for this project including the requested amount is $230,000. This project is anticipated to be completed during the 2014 construction season.

W. Mitchell St. - S. 20th St. to S. 21st St. (SM495140030): Combined large diameter sewer lining. (Nonassessable Sewer Maintenance Relay Fund -- $15,000). The total estimated cost for this project including the requested amount is $140,000. This project is anticipated to be completed during the 2015 construction season.

W. Dixon St. - 150 feet m/l east of S. 61st St. to 150 feet m/l west of S. 61st St. (SM495140037): Relaying sanitary and storm sewers. (Nonassessable Sewer Maintenance Relay Fund -- $12,000). The total estimated cost for this project including the requested amount is $145,000. This project is anticipated to be completed during the 2014 construction season.
S. 61st St. - 140 feet m/l north of W. Dixon St. to W. Dixon St. (SM495140036): Relaying sanitary and storm sewers. (Nonassessable Sewer Maintenance Relay Fund -- $12,000). The total estimated cost for this project including the requested amount is $120,000. This project is anticipated to be completed during the 2014 construction season.

E. Anderson Ave. - S. 1st St. to 400 feet m/l east of S. 1st St. (SM495140038): Combined sewer lining. (Nonassessable Sewer Maintenance Relay Fund -- $12,000). The total estimated cost for this project including the requested amount is $90,000. This project is anticipated to be completed during the 2014 construction season.

The total estimated cost for this project including the requested amount is $190,000. This project is anticipated to be completed during the 2015 construction season.
S. 5th St. (ext'd) (SE-1937) - 90 feet m/l north of W. Florida St. to 150 feet m/l south of W. Florida St. (SM495140029): Combined sewer lining. (Nonassessable Sewer Maintenance Relay Fund -- $1,000). The total estimated cost for this project including the requested amount is $100,000. This project is anticipated to be completed during the 2014 construction season.
13th Aldermanic District
Copernicus County Park at S. 20th St. and W. Klein Ave. (SM493140101): Feasibility study. The study of the feasibility of the use of Copernicus Park as a public recreational park while also using it as a stormwater management facility. (Best Management Practices (BMP's) for the reduction of TSS in storm water). Authority to engage the services of a consultant for this study. (Nonassessable TSS Removal Fund -- $60,000). The total estimated cost for this project is $60,000. This project is anticipated to be completed during 2014.
W. Howard Ave. and S. 13th St. Intersection (high-wide truck route) (ST211150117): Traffic island alteration. (Nonassessable Reconstruction Paving Fund -- $5,000). The total estimated cost for this project including the requested amount is $20,000. This project is anticipated to be completed during the 2015 construction season.

Further Resolved, That the City Comptroller is authorized and directed to transfer such funds which are available for this purpose to the appropriate capital Project/Grant accounts.
