Resolution authorizing the proper City officials to execute a State Municipal Agreement with the Wisconsin Department of Transportation for the City of Milwaukee utility alterations in conjunction with the Zoo Interchange's Core, Phase I contract, at a total estimated cost of $260,727,770, with an estimated grantor share of $260,345,890 and an estimated City share of $381,880.
Analysis
This resolution authorizes the Commissioner of Public Works and the Comptroller to execute the State Municipal Agreement for construction alterations on Milwaukee Water Works, City Underground Conduit, City of Milwaukee-Sanitary Sewer, and City of Milwaukee-Cable facilities in conjunction with the Zoo Interchange's Core, Phase I contract. Total estimated cost of $260,727,770, with an estimated grantor share of $260,345,890 and an estimated City share of $381,880.
Body
Whereas, The Wisconsin Department of Transportation (WISDOT) has scheduled the rehabilitation of the Zoo Interchange in the City of Milwaukee; and
Whereas, The Wisconsin Department of Transportation has scheduled the Zoo Interchange's Core, Phase I contract to be constructed from the fall of 2014 through the fall of 2015; and
Whereas, The Core, Phase I contract will include reconstruction on the north (USH 45) and east (I-94) legs of the Zoo Interchange, abutting frontage roads of West Adler Street and West Chester Street, the North 92nd Street and North 84th Street bridges over I-94, the West Blue Mound Road bridge over USH 45, and various other miscellaneous construction from North 70th Street to North 121st Street in the City of Milwaukee; and
Whereas, Alterations to Milwaukee Water Works, City Underground Conduit, City of Milwaukee-Sanitary Sewer, and City of Milwaukee-Cable facilities are necessitated by the Zoo Interchange's Core, Phase I contract; and
Whereas, Wisconsin Statue 84.295(4m) indicates that the Wisconsin Department of Transportation will pay 90% of the cost of alteration, rehabilitation, and relocation of Municipal utilities with the responsible jurisdiction liable for the remaining 10% of the cost; and
Whereas, In order for the City to be reimbursed for the 90% share of the utility alteration construction cost on the Zoo Interchange's Core, Phase I contract, the Wisconsin Department of Transportation requires a State Municipal Agreement, in accord with WISDOT relocation assistance policy; and
Whereas, The Wisconsin Department of Transportation has provided the City with the necessary State Municipal Agreement to facilitate reimbursement of the City utility alteration construction costs associated with the Zoo Interchange's Core, Phase I contract; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the Commissioner of Public Works is hereby authorized to execute the State Municipal Agreement for construction alterations on Milwaukee Water Works, City Underground Conduit, City of Milwaukee-Sanitary Sewer, and City of Milwaukee-Cable facilities in conjunction with the Zoo Interchange's Core, Phase I contract, attached to this resolution by reference as though set forth in full; and, be it
Further Resolved, That the funding to cover the 10% City cost of the Zoo Interchange's Core, Phase I contract utility alterations for the Milwaukee Water Works, City Underground Conduit, City of Milwaukee-Sanitary Sewer, and City of Milwaukee-Cable estimated to be $254,980, $16,000, $110,000, and $900 respectively, are or will be placed in Department of Public Works Departmental Accounts; and, be it
Further Resolved, That the City Comptroller is hereby authorized to create within the Capital Improvement Fund, Grant and Aid projects, the necessary Project Grant Chartfield Values for engineering and construction for the projects (expenditure) and transfer to any of these accounts the amounts required under the grant agreement and City Accounting Policy but not to exceed a 10 percent increase of the total amounts reserved for the grantor's share and local share or $5,000, whichever is greater, as follows:
