Title
Resolution relative to application, acceptance and funding of a U.S. Department of Energy’s Solar America Cities 2008 grant.
Analysis
This resolution authorizes the Office of Environmental Sustainability to apply for, accept and fund a Solar America Cities 2008 grant in the amount of $300,000, with a grantor share of $200,000 and a City match of $100,000. The City match will be provided by $100,000 from the Energy Challenge fund approved as part of the 2008 City budget.

The purpose of this grant is to reduce barriers to adoption of solar technologies within the City of Milwaukee. Milwaukee is one of 12 cities selected for this grant in 2008, and the results of this project will be shared across the country. This project will be implemented over a two-year period beginning in summer 2008.
Body
Whereas, The City of Milwaukee appears to be eligible for grant funds from the U.S. Department of Energy to help remove barriers to implementing solar technology in the City, including providing installer training and creating educational materials relating to solar technology; and

Whereas, The Common Council, through adoption of Common Council File 071136, has expressed its commitment to promoting growth of solar technology in the City; and

Whereas, The Common Council approved a $500,000 Energy Challenge fund as part of the 2008 budget and this fund can be used to provide the $100,000 match required for federal funds; and

Whereas, Project partners, including We Energies and Focus on Energy have pledged to provide in-kind and cash match of approximately $470,000 to help promote solar activities in the City; and

Whereas, The operation of this grant from 6/10/2008 to 6/10/2010 would cost $300,000, of which $100,000 would be provided by the City and $200,000 would be provided by the grantor; now, therefore, be it
